2011年广西艾滋病防治专项经费将增4倍 全区人均1元

从2011年开始，自治区财政将加大对艾滋病防治经费的投入，艾滋病防治专项经费将从每年1000万元增加到5000万元，达到全区人均1元的标准。12月15日，记者从自治区艾滋病防治工作委员会全体会议上还获悉，今年中央财政也大幅增加了对广西艾滋病防治经费的投入，中央补助经费由2009年的1亿元上升到今年的2.46亿元。
广西艾滋病防治工作面临形势十分严峻，性传播已成为广西艾滋病主要传播途径，疫情已从高危人群向一般人群扩散，并且形成了以乡镇为中心向周边农村地区扩散的趋势。为坚决遏制艾滋病在广西的流行势头，今年6月广西正式启动为期5年的防治艾滋病攻坚工程。
攻坚工程实施以来，全区防治艾滋病工作取得了积极进展。艾滋病防治专业机构和队伍建设得到加强，自治区防艾办已落实了20名人员编制，各市县也正在加紧落实各项人员编制和艾滋病防治专项经费，以保障艾滋病防治工作的正常开展。目前，覆盖全区所有市县的艾滋病监测检测网络已初步建立，各级医疗卫生机构艾滋病咨询检测能力有了很大提升，乡镇卫生院均可开展艾滋病抗体快速检测。预防艾滋病母婴传播工作也已覆盖全区，今年前三季度已为33.6万多名孕产妇提供艾滋病检测，检测率达92.49%，所生婴儿抗病毒药物应用率从71.93%提高到84.9%，有效阻断了HIV母婴传播。截至今年10月底，全区共有45家医疗机构开展国家免费抗病毒治疗，有近1.7万例艾滋病病毒感染者和病人接受了免费抗病毒治疗。（董文锋）

To firmly curb the trend of AIDS epidemic in Guangxi, Guangxi, was officially launched in June this year, 5-year AIDS poverty projects.

AIDS prevention and team building of professional institutions to be strengthened, autonomous regions and AIDS Prevention Office has implemented the establishment of 20 personnel, all cities and counties are also stepping up the implementation of AIDS prevention and control of the staffing and special funds to protect the normal development of AIDS. Currently, all cities and counties covering the whole region of HIV surveillance and testing network has been initially established, medical and health institutions at all levels of HIV counseling and testing have greatly improved township hospitals can carry out rapid detection of HIV antibodies. PMTCT work has covered the region, the first three quarters of this year has more than 336,000 pregnant women to provide HIV testing, detection rate of 92.49%, application rate of babies born to antiviral drugs increased from 71.93% to 84.9% effectively block the HIV mother to child transmission. As of the end of October, there were altogether 45 medical institutions in the national free antiretroviral therapy, nearly 17,000 cases of HIV infection and patients receiving free antiretroviral treatment.
