全国政协委员濮存昕继续为艾滋病患者奔走呼喊：建议卫生部门国家机关率先录用艾滋病感染者
防艾大使、骑单车上会、三年坚持为打拐疾呼、放弃电影电视专心演话剧……这些，都是贴在全国政协委员、国家著名演员濮存昕身上的标签。谈及自己多年的“委员心得”，每年都带着建设性提案上会并推动社会相关变革的濮存昕却坦言:“我首先是个演员，然后才是政协委员。”
谈防艾
不能剥夺艾滋病感染者就业权
濮存昕今年继续为艾滋病患者奔走呼喊。
“我建议卫生部门、国家机关部门率先录用艾滋病感染者。我要大声疾呼。这个不落实，我们提了10年的关爱艾滋病人、反歧视都是空的。”他建议，国家人力资源和社会保障部和卫生部尽快对《公务员录用体检通用标准(试行)》中有关艾滋病列为不合格的规定进行修改，推开这扇门，使各地相关法规参照执行，让几十万受艾滋病伤害的感染者获得公平的就业权。“我以前提的艾滋病提案获得过优秀提案。每年2000多份提案，几年累计，这是含金量很高的奖。”受到鼓励的濮存昕今年再接再厉，“国家昨天才重申乙肝不能成为体检不合格标准，我觉得艾滋病也应该列入!”

谈打拐
希望同时严惩“买孩子的人”
“拐卖儿童是仅次于杀人罪的反人类罪，刑法必须再严惩!”昨天，政协文艺组讨论结束后，记者一提打拐，濮存昕就叹了一口气。他告诉记者，这次是他第三年献上打拐提案。他透露自己今年在提案里“放狠话”，希望严惩拐卖儿童者，同时也包括买孩子的人。“必须用严法来遏制买方市场，才能消除犯罪的经济链。”
濮存昕在提案中建议国家为此建立长效机制。“两年打拐斗争后，如何建立长效机制，这需要人和钱做保障。”因此，他提出，财政部和中央机构编制委员会办公室应为全国公安系统调配2000-3000人的专业打拐编制，每年打拐专项经费不少于这两年专项行动斗争的经费数额。
此外，他还希望通过“DNA比对”来锁住偷孩子的大门。“我国户籍登记制度对非亲生儿落户法规条款不完善，很多非法买卖的儿童可以被犯罪人员通过各种违规方式上户口。一旦上了户口，打拐的线索就没了，孩子再也找不到了。”他建议，公安部治安管理局户政管理处和民政部可在全国范围内，对10年或20年来非亲生儿童采集血样，与公安部打拐DNA数据库比对排查。
对于最近大热的“微博打拐”，濮存昕说自己没有微博，但他很赞同这种做法，“更多人关注总是好事”。
谈文化
现在许多演出是娱乐不是文化
“效益好的东西只是一个浅层次的娱乐，是短期的娱乐作品，不是长期经典的文艺作品。”身为“文艺粉”的濮存昕在小组发言上怨气颇重。“国家最倡导的艺术都是娱乐性的东西。文化更多的是无形的，但我们主管领导容易只看有形的东西，就是产业。因为这东西赚钱!”
濮存昕对电视晚会的浪费也批了一通。“央视有什么晚会，地方就搞什么晚会。而且整个晚会的结构、样式、风格雷同得很。从环保角度出发，太多的晚会很浪费，根本不能存到库房下回再用。一次大的晚会、一次春晚，那有多浪费。我建议今后别浪费了，央视搞一台像样的就行了，地方省市千万别效仿。”
对于同是政协委员的中国京剧院演员孙萍提出的“文化立法”，濮存昕却心有担忧。“法不能囊括艺术的社会功能。”但他坦言，为了更充分发挥艺术功能，国家可出台相关规定。
谈环保
以后代言环保产品会更加谨慎
去年两会时，濮存昕“骑单车参加两会”的新闻很是抢眼。今年两会上，濮存昕依然骑着去年那辆自行车来到北京国际饭店参加政协会议，倡导绿色出行。车还是那辆车，濮存昕还是对环保情有独钟。去年，他就曾担任地球卫士石头纸的代言人。

濮存昕：首先是要学习，刚来的时候慢慢融入这个集体。因为大家都是突然从局部单位，一下子到了国家层面的地方。开会有些听的内容，是跟我们八竿子打不着的。所以要先安分守己，这是很高层次的境界，该干嘛干嘛。我首先是个演员，然后才是政协委员。

白天跑两会，晚上演话剧，历数几年来当委员的心得，濮存昕说，“我首先是个演员，然后才是政协委员。”此次，他也为自己热爱的演艺事业“击鼓鸣冤”，“国家最倡导的艺术都是娱乐性的东西，但那不是文化。”
