Abstract: Scanning the human being activity,form which have found three key point on fairness,quality effects and GDP. The impartial factor includes the unfair distributing and unfair dealing, it is the basic point initiating an economic crisis. Be to realize fairness, be sure enter from land having discovered Coefficient of Investment and Purchase(CIP) =(0,4)on the interest mechanism balancing workers and peasants,city and countryside. This is only eliminating entity crisis of Production -- consumption non-smooth initiated by extreme disparity between the rich and the poor. Be to remove an economic crisis all round, should build the system engineering removing an economic crisis specifically for six stage of economic crisis. Economic development is unfair always from fairness, from fairness,quality effect and GDP triple balance to imbalance,to enter economic crisis state finally.The economic crisis begins sometimes from financial crisis,but,we should be sure enter mainly from land mobilizing a fund doing battle.
