2008年1月3日，由上海市对外经济贸易委员会牵头的上海跨国采购中心与上海东博展览有限公司举行战略合作协议签字仪式在上海市对外经济贸易委员会10楼会议室举行。上海对外经贸委员会蒋处长主持会议，上海国际跨采中心（ISPC）董事长屠建卿、总经理解震和上海东博展览有限公司（EASTPO）总经理钟国苗出席签字仪式并分别致辞。双方将发挥各自的优势，运用中国（上海）国际跨国采购大会平台，推动和促进上海国际机床展进一步向国际化方向发展。出席领导还有：上海对外经济贸易委员会的领导俞建明秘书长、上海市机械工程学会秘书长蒋财根、上海市技师协会秘书长朱春生、电气机床集团领导、上海机床进出口有限公司领导等。
跨国采购目前已成为跨国公司全球战略的组成部分和国际贸易的发展趋势。中国2007年GDP增长了9.8%，预计2007年进出口总额超过两千亿美元，增幅15%左右。经济平稳增长的背景，及“中国制造”的国际竞争力，为跨国采购提供了巨大的商机。
中国（上海）国际跨国采购大会是由国家商务部和上海市人民政府主办，上海跨国采购中心（ISPC）独家承办的展会，是目前亚太地区最大的逆向采购盛会。大会以“采购商设摊、供应商参加”的方式吸引了五大洲著名企业的买手和海内外供应商。为中国的产品进入国际采购链，为“中国制造”走向世界提供现实的解决方案。
商务部薄熙来部长对跨采大会表示了充分肯定，他表示，逆向采购形式很有特点。要把中国进口展做大。帮助上海解决遇到的困难，进一步完善展会的机制、环境，上海跨采大会就能够办得更好。
在此指导思想下，上海跨国采购中心（ISPC）与上海东博展览有限公司（EASTPO）共同举办的2008中国（上海）机床跨国采购洽谈会暨上海国际机床展将于2008年7月9-12日在上海新国际博览中心举行。
洽谈会将遵照唐登杰副市长的要求，实行机床进出口贸易并举，实现由单一的“逆向采购”或“正向营销”模式向双向的国内外互为采供的模式转变，进一步做强做大机床跨国采购平台。
上海东博展览有限公司（EASTPO）已成功承办了九届上海国际机床展，在机床设备领域积累了丰富的采供资源，并逐步向国际化、专业化发展，成为全球机床贸易发展“风向标”。此次举行2008中国（上海）机床跨国采购洽谈会暨上海国际机床展，东博累积十年的专业资源将从一定程度上提升跨采大会在机械领域的专业化程度，并进一步完善其环境与服务。双方希望通过精诚合作，共同探索出全球化机床贸易发展最佳路径。

A LEAP FOR SHANGHAI INTERNATIONAL MACHINE TOOL FAIR
The press conference for 2008 International Machine Tool Sourcing Fair (Shanghai, China) & Shanghai International Machine Tool Fair, which is going to be held from 9-12th July, 2008 at Shanghai New International Expo Center, was held on 3rd January, 2008 at the meeting room of Shanghai Foreign Economic Relation & Trade Commission.
