传染病疫情管理协作机制》的通知
各省、自治区、直辖市卫生厅局，新疆生产建设兵团卫生局，各铁路局，中国铁道科学研究院：
为进一步落实《传染病防治法》有关规定，有效加强卫生与铁路部门传染病防治合作，促进传染病疫情信息共享与利用，卫生部与铁道部联合制定了传染病疫情管理协作机制，现予印发。请各地结合工作实际，认真贯彻落实。

传染病疫情管理协作机制
为落实《传染病防治法》有关规定，进一步加强卫生与铁路部门传染病防治合作，促进传染病疫情信息共享与利用，卫生部、铁道部决定建立以下协作机制：
一、中国疾病预防控制中心向铁路卫生技术中心提供国家级网络直报账号和密码，并负责对铁路卫生技术中心相关人员进行培训。根据授权，铁路卫生技术中心可对疫情统计数据、传染病（除艾滋病等）个案信息进行实时查询，并可下载传染病与突发公共卫生事件监测简报及专题分析报告。
二、根据疫情防控工作需要，铁道部卫生主管部门可通过铁路系统局域网向全国18个铁路局防疫机构发送全国传染病疫情分析日报、周报和月报。
三、铁路系统依据网络直报信息如需采取大规模疫情防控行动，或铁路防疫部门发现传染病疫情时，铁道部应及时向卫生部进行通报。
四、铁道部要建立相应规范，加强对铁路卫生技术中心及本系统其他疫情信息接收单位的监管。任何单位不得擅自对外发布或泄露传染病疫情信息。铁路卫生技术中心要加强网络维护和管理工作，专用计算机要设置开机密码，实行密码定期更换制度，切实保证网络运行安全。
五、卫生部会同铁道部、中国疾病预防控制中心每年对铁路系统网络直报信息运用情况进行一次全面检查。对违反国家卫生法律法规规定、违规使用网络资料和违规操作等行为，应及时予以纠正，依法追究管理责任；情节严重的，依法予以处理。
六、中国疾病预防控制中心负责指导铁路卫生技术中心建立完善铁路系统传染病疫情网络直报工作制度，协助开展铁路系统人员培训工作。

Infectious diseases management coordination mechanism
For the "Communicable Disease Prevention Act," the relevant provisions to further strengthen the health and infectious disease prevention and control cooperation in the railway sector, the promotion of infectious diseases information sharing and utilization, the Ministry of Health, the Ministry of Railways decided to establish a coordination mechanism for the following:
First, the Chinese Center for Disease Control and Prevention to the Center for Health Technology railway network straight national newspaper account and password, and responsible for the Health Technology Center, the railway-related training.
