防艾志愿者组织呼吁建立感染者关怀体系，设贫困艾滋病人救助基金

　　前日，佑安医院的护士在为艾滋病人张树桓（化名）打针的左胳膊捆上塑料袋方便他洗澡。张树桓发病后高烧不退。

　　本报讯 28岁的张树桓（化名）得知感染艾滋病后，爸爸说他“活该”并挂断电话，女友也和他分手。现在，身无分文的张树桓躺在佑安医院，半个月来，每天高烧。

　　尽管北京市卫生局已为他协调到免费的抗病毒治疗药物和原本只为京籍感染者提供的6000元治疗补贴，可是，佑安医院感染科副主任汪雯说，目前，他面临的关键问题是“找到发病原因，退烧”，只有病情平稳，才能用免费抗病毒药。防艾志愿者组织认为，应尽快建立感染者关怀体系、设贫困艾滋病人救助基金，才能更有效地帮助艾滋病人度过危险。

　　贫困病人救命钱无着落

　　肖冬是北京民间同志防艾社团“你好，志愿者”的负责人，上周，他辗转联系到佑安医院破格收治张树桓，并自掏3000元钱为张树桓交住院押金。随后，肖冬为张树桓尚无着落的数万元医疗费奔走，呼吁网友帮忙。截至昨晚，肖冬只募集到5200元，大部分来自艾滋病感染者和高危人群的互助。

　　从去年7月至今，肖冬已接到5位急性发病的感染者求助。“我可以帮他们联系医院，但面对4万至10万医疗费，只能一次募捐，谁也不知道他们是否能等到救命钱。”去年8月，在京打工的感染者小杨生命垂危。虽然，志愿者为他筹到10万元，却最终抢救无效。

　　感染者不知该向谁求助

　　除了很多艾滋病感染者身处社会边缘，经济状况差，无北京户籍无医疗保障之外，感染后，缺乏对身体的了解是导致突然发病，又无钱治疗的主要原因。

　　汪雯介绍，如果张树桓在获知感染后，早点监测身体情况，及时向政府申请服用抗病毒药，就不会急性发病，高烧不退。

　　肖冬坦言，目前，艾滋病的检测设在疾控中心，而感染者和病人的治疗设在传染病医院，两者的信息不畅通。很多感染者只是从咨询检测门诊拿到HIV阳性的报告，但缺乏后续的关怀和指导，不知道以后去哪检查，不知何时服药，也不知出现异常时去哪获得帮助和治疗。

　　肖东说：“仅告知他们后续检测的地点和时间，没有追踪关怀和帮助，多数感染者很少主动检查，甚至在感染后回避体检，怕遭歧视。”肖冬去开展防艾宣传的酒吧和其他娱乐场所，经常看到一些感染者仍在“夜夜笙歌”。而按照艾滋病的传播规律，一个感染者不自我保护，很可能把感染风险传播给他人。

　　尽快建立感染者关怀体系

　　佑安医院感染科病房楼里的爱心家园，是多年来一直为艾滋病感染者和病人提供关怀和帮助的志愿者组织。这里的负责人福燕是佑安医院感染科护士长，她认为，疾控部门和医院应尽快联手建立对感染者的系统关怀和生命指标评测体系，只有尽快帮助感染者获得定期的健康指标评估，才能保障政府提供的药物和福利能及时、有效地遏制感染者发展成病人。

　　设贫困艾滋病人救助基金

　　肖冬则希望成立针对帮助贫困艾滋病人度过危险期的救助基金。

　　“这是目前最直接，最有效的办法”，肖冬说，目前，国内只有用于预防艾滋病宣传的公益基金。肖冬为之做过努力，但目前尚无进展。肖东所在的“你好，志愿者”社团，和其他此类社团，目前只有志愿防艾一项工作被社会和政府认可，尚不能在民政部门注册，没有法人，也无法开立账号，更无法申请成立针对艾滋病人救助基金。

　　救助贫困病人需各界联手

　　针对贫困艾滋病感染者发病后无钱治疗的困境，市卫生局疾控处相关负责人介绍，目前，北京已逐渐突破户籍限制，为常住北京的外地户籍贫困艾滋病病人争取免费抗病毒药物，甚至是一部分免费的治疗。但对于外地户籍，没有医疗保险等基本社会保障的危重病人的应急救助体系，不仅是艾滋病人面临的难题，更需要各部门和社会各界共同支持，探索解决方案。
