陈竺:中国国情决定必须实行严格医学观察等措施

中新网5月22日电 据卫生部网站消息,5月18日-20日,出席第62届世界卫生大会的中国代表团团长、卫生部部长陈竺在日内瓦参会期间,先后与美国、墨西哥、加拿大、挪威、瑞士、韩国、马来西亚等国卫生部长举行了双边会谈,会见了联合国艾滋病规划署、全球抗击艾滋病、结核病和疟疾基金执行主任,并参加了麦肯锡公司举办的卫生论坛。
陈竺向美国卫生部部长长西贝柳斯(Kathleen Sebelius)、墨西哥卫生部部长科尔多瓦(Jose Angel Cordova Villalobos)、加拿大卫生部部长阿卢卡克(Leona Aglukkaq)、挪威卫生大臣汉森(Bjarne Hakon Hanssen)、瑞士联邦公共卫生办公室主任托马斯·泽塔纳(Thomas Zeltner)、韩国卫生部部长全在姬、马来西亚卫生部部长廖中莱介绍了我国甲型H1N1流感疫情、防控策略和措施、疫苗研制和抗病毒药物储备等情况。他指出,中国政府高度重视甲型H1N1流感疫情的防控工作,始终以透明、公开的方式及时向国际社会通报信息。中国国情决定了必须采取加强边境口岸的检疫、实行严格的医学观察等果断措施,延缓疫情在国内的传播速度。防控本次疫情需要各国共同努力,疫情较重的国家应采取积极措施,加强在边境口岸对出境游客的检疫和教育,减少输出性的病例。他邀请有关国家参加拟于今年7、8月份在京举行的甲型H1N1流感防控国际研讨会。陈竺还应询介绍了中国深化医药卫生体制改革的基本情况,并与有关国家进一步开展卫生政策、传统医药、全科医生、全球卫生与外交等领域的合作达成了共识。
在与联合国艾滋病规划署执行主任席德比(Michel Sidibe)、全球抗击艾滋病、结核病和疟疾基金执行主任卡察肯契(Michel Kazatchkine)会谈中,陈竺感谢国际组织支持中国艾滋病、结核病和疟疾防控工作进展。他强调,中国政府已将艾滋病、结核病等重大传染病防控纳入深化医药卫生体制改革的重点工作,坚持和鼓励多部门的共同参与,不断扩大“四免一关怀”范围,加强结核病、特别是耐药结核病的防治,实施消除疟疾行动计划。中国愿意向发展中国家提供力所能及的支持,并分享经验。
陈竺在麦肯锡公司主办的卫生论坛上,与麦肯锡公司董事总经理鲍达民(Dominic Barton)等就中国深化医药卫生体制改革,特别是公立医院改革试点主要内容和面临挑战进行了讨论。他表示,公立医院改革是一项艰巨而长期的任务。愿意在公立医院的治理和监管机制等方面开展合作,探索符合中国国情的公立医院管理模式。
