晨报讯到2012年，全球1/3抗艾滋病原料药为上海产。昨天，本市召开生物医药产业推进大会，发布了《关于促进上海生物医药产业发展的若干政策规定》和《上海市生物医药产业发展行动计划（2009-1012）》，推出了鼓励扶持生物医药产业发展的系列政策，其中提到，到2012年底，力争使抗艾滋病原料药达到全球市场1/3。

到2012年底，本市将建成浦东－张江、闵行、徐汇、奉贤、金山、青浦6个生物医药产业基地，分别建成生物医药研发、临床服务外包和产业基地；重点发展生物医药制造业，力争使抗艾滋病原料药达到全球市场1/3，使头孢类抗生素药物工业产值占全国1/5，使疫苗工业总产值达到全国产值的1/3，使心脑血管治疗中药的产值达到全国产值的1/5。

根据市科委、市发改委昨天推出的《上海市生物医药产业发展行动计划（2009-2012）》，到2012年底，上海生物医药产业将实现“3211”的发展目标，把上海初步建成国内生物医药的创新产品制造中心、商业中心和研发中心，使行业经济总量达到2000亿元，扶持100家年产值超过2亿元的创新型企业，打造100个销售额超过亿元、科技含量高的拳头产品。
