在生活中，人们通常对艾滋病感染者避之不及，艾滋病人也一直生活在封闭的环境中。怎样减少对艾滋病感染者的偏见和歧视？怎样预防艾滋病毒的进一步传播？9月11日，广西红十字会组织6家致力于防艾事业的“草根组织”，召开广西红十字会中英艾滋病预防项目关键人物反歧视座谈会。

艾滋病感染者要“去污名化”

8月31日，南宁市青秀区某社区居委会里，发生了一件令人震惊的事：一名吸毒者因长期吸毒染上了艾滋病，在多次向社区申请低保失败后，她手持含有本人血液的注射器，走到办公室扎向工作人员……

一家“草根组织”的负责人告诉记者，一名艾滋病人向他诉苦，该病人的孩子三番五次上不了学，因学校怕这名孩子传染别的学生。家长找到了信访部门，信访部门也不管。在生活中，艾滋病人的许多权利得不到保障。一些人因为接触性感染，无法在新农合、医保中报销。商业保险中，若被保险人患了艾滋病，保险自动解除。9月10日，该负责人去印防艾宣传画，复印店的员工说道：“如果我身边有一个艾滋病患者，我宁可逃到乡下去。”

在现实生活中，艾滋病患者一直备受歧视。为什么会有歧视？怎样减少歧视？

南宁青少年健康服务学会秘书长张勇说：“人天生就有歧视心理。提到艾滋病，人们就很恐慌，认为艾滋病就是死亡的代名词。”艾滋病人自己也会歧视自己。一些感染者不了解国家的政策，认为如果艾滋病检测呈阳性的话，就会被抓起来，一直关到死。还有的人认为，检测需要很多钱，治疗需要更多的钱。事实上，如果检测出了艾滋病，是可以免费治疗的；如果没病，则解除了心理压力。如果不检测，不知道自己有病，就加大了病毒传播的危险性。目标人群需要“去污名化”，要通过宣传和普及知识，让大众了解这些人群并没有这么可怕。

“行为决定感染的风险。”张勇说，对于艾滋病人，既不要恐慌和歧视，也不能忽视，不能走两个极端。9月10日，他与一名进行同伴教育的艾滋病感染者聊了5个小时。这名感染者上大学时，是名优秀学生，多次获得奖学金。他认为：“艾滋病是外国的事情，离我们很遥远。”工作后，他所接触的人中，有艾滋病人，但他仍然抱着“与我无关”的态度，忽视了细节，结果被感染。此后，他积极面对，积极治疗，并成为同伴教员，为别的感染者进行培训。

广西红十字会项目官员蓝芳说，一些艾滋病家庭得到了很多帮助，但还有许多艾滋病家庭由于隐瞒自己的身份，没有得到帮助。一些艾滋病人想学习生活和工作技能，劳动部门提供了很多免费培训，但这些目标人群不愿与正常人一起培训，感觉压力大，一直生活在封闭的环境中。这就需要转变他们的观念，让他们融入社会。
男男性行为者当上同伴教员

在座谈会上，广西绿城彩虹工作组的专职同伴教员小王（化名），向记者讲述了他的防艾经验。

小王是一名双性恋者。在学生时代，他就有女朋友。工作后，他内心的同性倾向涌现了出来，4年多前，他发生了男男性行为。此后，他一直过着既有男朋友、又有女朋友的生活。他告诉记者，自己一直很注意安全性行为，都使用安全套，3个月至半年就进行一次体检，所以，他一直没有因为双性恋而患病。

早在2006年，为了做好南宁市男男性行为健康促进工作，南宁市疾病预防控制中心与国际组织共同组建了广西绿城彩虹工作组，目标人群是男男性行为者。小王看到网上招聘专职同伴教员，便去应聘了。“帮助男男性行为者，我觉得很有意义。我用自己的体会和经验与他们交流，效果更好。”

每天下午和晚上，是同伴教员的工作时间，小王便开始工作，前往公园、广场、“同志”酒吧、会所等场所，宣传健康知识，免费发放安全套。“经过3年的宣传，多数男男性行为者都使用安全套，需求量很大。”对于这些目标人群，工作组为他们提供免费健康公益体检，检测乙肝、丙肝、梅毒、艾滋病等多个项目。“发动他们去体检，要有技巧性。如果跟他们说是去检查艾滋病，他们心理上会排斥，但如果说去做一个免费的健康体检，他们就易于接受。”此外，工作组还组织目标人群免费赴银滩、龙虎山等景区，开展户外健康宣传活动，利用趣味性的游戏宣传防艾知识。

小王说，经过同伴教育，这两年，安全套使用率提高了，目标人群的防治艾滋病、性病的知识水平也提高了。

广西红十字会启动中英艾滋病预防项目

为了预防艾滋病毒的进一步传播，扩大对艾滋病感染者的关怀和支持，减少对艾滋病感染者的偏见和歧视，广西红十字会启动了中英艾滋病预防项目。

项目地点为南宁市、梧州市和贺州市。目标人群是：女性性工作者、静脉吸毒者、男男性行为者、艾滋病病毒感染者和病人。项目主要活动是：对同伴教育员进行10期培训，对易感人群进行45期培训；对感染者家庭进行物资和教育帮扶，支持最需要帮助的艾滋病感染者或病人的治疗费，对他们进行生活技能培训，开展感染者家庭小组座谈等活动。此外，一些致力于防艾事业的“草根组织”，由于经费困难难以支撑，该项目将对“草根组织”开展宣传活动予以支持。

国际人口服务组织是中英艾滋病预防项目合作的“草根组织”之一。该组织的目标人群是吸毒者，今年1月正式开展活动。该组织广西办公室行政官员邓海滔说，由于望州社区的社区戒毒（康复）工作站，是南宁的样板，该组织便将望州社区作为合作对象。在昆明，该组织创建的“互相好吧”为毒品戒断者远离艾滋，重拾生活信心提供了一个新途径。“互相好吧”里有健身器械、乒乓球台、羽毛球场地、卡拉OK设备等等设施，能为目标人群免费提供娱乐、心理咨询、艾滋病快速检测、防艾知识普及等多项服务。在南宁，该组织将推广昆明“互相好吧”这一模式，拨付给望州社区一些资金，用于采购娱乐设施，并与有艾滋病检测资质的医院合作，为目标人群提供检测。“我们的目标是为毒品戒断者提供一个良好的环境，减少大众对他们的歧视。”
