湖南娄底市：以人为本关爱社会边缘人群

关心极少数边缘人群的基本利益也就是关心最广大人民群众的根本利益。在学习实践活动中，娄底市以人为本，多方关爱“三无病人”（无亲属、无身份证件、无钱)、精神病人、吸毒病人和艾滋病人，让这些社会最边缘的人群沐浴了科学发展的阳光，有力地促进了社会和谐。
三无病人——别说你的眼泪我无所谓。7月31日，59岁的双峰患者黄某在市中心医院21病室独自住院了50多天后出院了。5月31日重病的他被亲属送到医院，由于没有妻子儿女，也没有钱，其亲属5天后就销声匿迹了。老人在医院一呆就是2个月，医院除了继续对其治疗，还需安排专人照顾其生活起居；护士长张海荣和责任护士颜欣欣等人经常为老人买菜喂饭，端屎倒尿，成了老人心爱的“闺女”。这期间一系列的生活费、治疗费共10400元，最终全部由医院承担。面对每年高达1000多人次的“三无病人”，市卫生局本着人道主义的原则，一直要求各级医院按照有关法规和卫生部5月出台的《急诊科建设与管理指南(试行)》的要求做到“先及时救治，后补交费用”。但由于“三无病人”无力支付救治费用，加之社会救助体系不完善，“三无病人”的“后补交费用”其实变为“由医院承担费用”。今年来，市中心医院共收治“三无病人”200多人次。据不完全统计，上半年，娄底市各级医院共救治“三无病人”800人次。
精神病人——特别的爱给特别的你。加强精神病人救治。设立了3所精神病救治医院，有条件的综合性医院设立了精神病专科。市康复医院坚持精神科主业不动摇，细化心理卫生专科建设，制定并落实了一系列关爱精神病人的规章制度，招聘了男护士。双峰县精神病医院着力倡导“人道、博爱、奉献”的职业理念，多方对病人实施人文关怀，全面规范服务行为和用语。院长彭海珍不知挨过多少病人的拳打脚踢和恶语辱骂，经常被污水泼脏衣服，但她总是以一颗慈母般的爱心平静地接受这一切。在她的带领下，全院医护人员纷纷把精神病患者当自己亲人一样对待。医院尽力降低收费标准，减轻病人经费负担，对一些家庭经济特别困难的患者还酌情减免治疗费用。邵阳、湘潭等周边市县的病人纷纷慕名而来。上半年，双峰县精神病医院共接诊门诊病人3686人次，住院病人328人次；下乡义诊15次，免费诊疗病人350名，免费检查化验120多例；为特困住院病人解决医疗费用5万多元。加强精神病人救助。各级政府按政策程序将精神病人纳入低保对象，基本做到应保尽保。去年来，共救助各类流浪精神病人500余人次。加强精神卫生体系建设。起草了《娄底市精神卫生防治体系建设与发展规划》，向上级争取市、县两级精神病医院建设项目2个，争取国家投资3100万元，市中心医院精神病专科项目正在积极争取中。这些项目如一场及时雨，竣工使用后将有效改变全市精神卫生医疗条件，大幅提高精神疾病防治能力。修改完善了区域卫生规划，纳入了农民心理健康和精神卫生事业发展等重要内容。
吸毒病人──想说爱你不容易。据不完全统计，娄底市共有吸毒人员万余名，有20多万人受到影响；不少人因吸毒家破人亡，走上犯罪道路，社会危害极大。娄底市积极开展社区药物维持治疗，在市、县（市）疾病预防控制中心共设置了5个美沙酮维持治疗门诊，为符合条件的吸毒病人提供口服美沙酮药物（一种合成的麻醉性镇痛药，药理作用与吗啡非常相似，但成瘾性较小，且价格低廉，被国内外广泛用于毒品成瘾者的维持治疗）。市疾病预防控制中心开展了以“爱心、细心、热心”为主题的优质服务活动，投资5万元对社区药物维持治疗门诊进行了美化、亮化，启用了IC卡管理系统，添置了空调、饮水机、座椅等设施；把吸毒人员看作特殊病人，着力规范服务用语，剔除了任何带有歧视性、刺激性的标志物，门诊部环境堪比银行服务大厅，为吸毒病人创造了一个便利、舒适和人性化的治疗环境。符合条件的吸毒病人每天只需在该中心缴纳10元钱，喝上一杯类似饮料的美沙酮液体就可控制毒瘾。上半年，全市美沙酮维持治疗门诊共收治吸毒病人845名，平均每天有560人接受服药治疗，平均每人每天节省费用200多元；有400多人控制了毒瘾，恢复了社会功能，减少了对社会的危害。同时，制定了《娄底市禁毒工作领导责任追究实施细则》，大力推进“无毒社区”创建工作，加大禁毒工作宣传力度，在“6.26”国际禁毒日期间发放宣传资料30万份。
艾滋病人——你是我胸中永远的痛。娄底市1992年在归国人员中发现首例艾滋病人，截至2009年5月31日，累计报告艾滋病病毒感染者与病人约200例。艾滋病传染性极强，人人望而畏之，避而远之；加之治愈很困难，患者大多自暴自弃，是危害社会稳定的一个重要因素。娄底市本着以人为本的理念，迎难而上，给他们送去了爱与关怀。设法落实“四免一关怀”政策。上半年对市劳教所、市监狱“两劳”羁押人员及市公安监管场所被监管人员共2400人开展了艾滋病病毒抗体免费筛查，为31例艾滋病病毒感染者和病人进行了CD4（一种重要免疫细胞）检测，为12名经济困难的艾滋病病毒感染者提供免费药物治疗，为27名符合抗病毒治疗的艾滋病病人按月提供了免费抗病毒药物，并进行了定期随访；为3名经济困难的艾滋病病毒感染者和患者提供救治关怀。对新发艾滋病病毒感染者进行了个案调查，为艾滋病人提供咨询820余人次。7月24日，市长、市艾滋病防治工作委员会主任张硕辅主持召开全市艾滋病防治工作委员会全体会议时强调：各成员单位要切实履行工作职责，进行年度述职，形成关爱艾滋病人，关心艾滋病防治工作的强大合力；各级政府要不折不扣的落实“四免一关怀”政策，按照分级负责原则落实工作经费。加大了“防艾”工作力度。加强监督检查，督促公共娱乐场所服务人员持有效健康证明上岗。加强行为干预，上半年，全市疾控中心在娱乐中心、宾馆等场所免费发放安全套3万余只，发放艾滋病防治知识宣传单（册）5万余份。（王人杰）
