盖茨、巴菲特与中国商界领袖共议慈善事宜

今天，比尔盖茨和沃伦巴菲特与五十位中国商界、慈善界人士进行了会面与交流。他们围绕中国慈善事业这一话题进行了深入探讨。并分享了各自从事慈善事业的热情和体会。
“我们希望通过此次交流，更多地了解中国慈善事业的发展，并与大家分享自己的经验。”伯克希尔哈撒韦公司董事长沃伦巴菲特表示。他强调：“不论从哪个方面讲，这都是一次成功而卓有成效的会议。我们非常愉快地交换了意见，同时也了解到很多中国慈善领域正在开展的大量有意义的工作。”
“我和巴菲特先生都非常期盼这次交流。”比尔及梅琳达盖茨基金会联席主席、微软公司董事长比尔盖茨说：“很多慈善家、商业领袖抽出宝贵时间来参加这次讨论，并发表了他们对于慈善的深刻见解。对此，我们深表感谢。在就如何运用自己的财富为中国乃至世界带来积极影响方面，我们的中国伙伴们都有非常好的想法。”
“对中国而言，现在的一代人是关键的一代人。”巴菲特坦言：“当今一代成功的企业家将有机会引领并激励后来人为慈善做出自己应有的贡献。通过这次交流，我更有信心他们可以做到。”
本次会议由阳光文化基金会协办，在北京拉菲特城堡酒店举行。阳光文化基金主席杨澜女士主持了此次会议。在90分钟的讨论之后，包括商界领袖与慈善人士在内的与会者还参加了随后的招待酒会。为了保护来宾的个人隐私，应盖茨先生和巴菲特先生的要求，与会者名单将不会对外公布。
近期，已有四十个美国富豪家庭参与到“慈善捐赠承诺”中来。他们承诺，在有生之年或辞世之后将自己的大部分财产捐赠给社会，用于慈善事业。盖茨和巴菲特在会议中简要介绍了该倡议，但更多地强调中国需要探索适合自己独特国情的慈善模式。
巴菲特表示：“盖茨和我在不久之前发给中国媒体的公开信种曾提及，中国对慈善事业的热忱将不断给世界带来惊喜。此次，了解到慈善力量在当今中国社会的各个层面和领域都发挥着作用，这非常令人振奋。如果我和盖茨的努力能够推动中国最富有的人们根据自己意愿去从事更多的慈善事业，那么此次中国之行便是圆满的成功。
盖茨基金会在中国
比尔及梅琳达盖茨基金会（简称盖茨基金会）创建于2009年，在比尔和梅琳达盖茨夫妇以及沃伦巴菲特的带领下，基金会由首席执行官杰夫莱克斯和联席主席威廉盖茨共同管理。
秉承“所有生命价值平等”的理念，基金会通过在全球健康、全球发展和美国本土教育三方面的工作来帮助人们实现健康而富有成效的生活。在发展中国家，基金会主要致力于提高人们的健康水平，使他们有机会摆脱饥饿和贫困。在美国，基金会致力于确保人们，尤其是贫困人群，有机会在学习和生活中取得成功。
截至2010年6月底，基金会共有858名员工在位于美国西雅图及华盛顿，中国北京、印度德里和英国伦敦的五个办公地点工作。基金会所捐助的受益者遍布全球100多个国家，捐助总额超过229亿美元。

全球健康项目
艾滋病的防治
虽然总体上中国艾滋病感染率较低，但在某些高危人群中却相对较高。通过广泛开展有效的防治项目，中国有可能遏制艾滋病的流行。
艾滋病的预防：盖茨基金会承诺投入5000万美元，与中国政府以及非政府组织合作，在包括男同性恋人群在内的高危人群中开展预防艾滋病的工作。该项目还将为艾滋病病毒感染者和病人提供更多咨询、检测、关怀和支持等方面的服务，并且致力于减轻社会对他们的歧视。
艾滋病研究：盖茨基金会还支持预防艾滋病的研究，例如开发有效的疫苗等。基金会也为中国提供艾滋病防治研究的资助，包括资助北京大学700万美元的研究经费。
结核病的防治
中国的结核病患者数量约占全世界结核病患者总数的14%，其中耐药性结核病患者约占世界总数的22%。然而，中国开展大规模公共卫生干预的能力以及日益加强的政治承诺和当前日新月异科技进步，都为中国全面控制结核病带来机遇。
结核病防治：2009年4月，盖茨基金会宣布与中国卫生部建立伙伴关系，此次合作旨在通过运用最新的结核病防治技术，加强结核病的诊断和治疗，进而加强中国国家结核病防治规划。基金会将在未来五年内（2009—2014）为中国提供3300万美元资助。合作项目前两年半为开发阶段，通过在局部地区试点，来检验新工具和创新的卫生服务提供方式的可行性和有效性；后两年半为示范阶段，优选开发阶段中最有效的创新方法，并将其整合为新的结核病防治模式，同时在二十个地市逐步推广。
烟草控制
与烟草有关的疾病已经成为世界最大的健康挑战之一。幸运的是，已经证明有许多政策和规划对控烟相当有效。盖茨基金会承诺协助中国在控烟以及应对吸烟对健康产生的消极影响等方面的努力。
中国医疗烟草项目：基金会为美国中华医学基金会提供了1000万美元的资金，用于从经济学角度研究并测试可以影响医疗行业从业人员戒烟的模型。该项目同时还希望加强中国医学院校中的控烟工作。
全球烟草科技支持协议：基金会还通过全球烟草技术支持协会为美国艾默利大学提供了1400万美元的资金，用于支持其与中国城市建立合作伙伴关系，从而共同研发有效的烟草控制措施和政策。
“探索大挑战”（Grand Challenges Explorations，简称GCE）
基金会鼓励中国研究人员和科学家们通过GCE项目申请科研经费。GCE在2008年启动，为期五年，每年两轮，旨在减少全球卫生领域内进行创新研究的障碍。在前四轮的GCE活动中，共有六份来自中国的申请分别获得十万美元的资助。基金会鼓励更多来自中国的申请者通过访问GCE官方网站进行在线申请http：//www.grandchallenges.org/Explorations。

农业研发

AIDS prevention

Agricultural R & D
