治疗艾滋病“不能让牧师管和尚”

西医药治疗艾滋病存在着两大瓶颈，一是毒副作用太大，二是容易产生耐药性。令人大跌眼镜的是，有关部门任凭西医药进行实践，而对中医药进行严格的限制。中、西医是两个截然不同的医学体系，岂能用同一标准进行管理呢？这正如国民党政府时期，于右任在否定“废止旧医案”所说的那样：“不能让牧师管和尚”。
近日，有网友在华声论坛发帖，称湖南湘西州永顺县一位叫罗廷耀的老中医将自己作为HIV试验性治疗“活体标本”，研制出对付艾滋病的全新疗法：“罗氏排毒剂”治疗法。目前，罗廷耀在艾滋病方面的治疗成效已经得到国家卫生部艾滋病治疗专家的权威认证。（12月10日《三湘都市报》）
事实胜于雄辩。“罗氏排毒剂”治疗法效果非常好，已经成为了艾滋病的克星。2010年3月在北京对57名患者进行了五个疗程规范、系统的临床观察治疗，截至10月，其中有9例的VL（病毒载量）已下降到国际标准：VL下降大于或等于1log。现在这些病人精神状态良好，普遍能吃能睡，体重增加，体力增强，达到了预期的治疗效果。
近百年来，中医总被认为是经验医学，而非科学。这种看法根本就是大腿上把脉——胡来，实际上，中医是理论医学，可以应对各种疾病。如“非典”等现代医学无法治愈的新型疾病。中国科学技术信息研究所的中医药发展战略研究课题组经过13年的研究，确认了中医药治疗“非典”的疗效，并与其他疗法进行严谨的分析比较后，认为中医完全可以治疗“非典”。并且认为治愈艾滋病只是时间的问题。
目前，有关中医药的政策法规阻碍了中医药积极探索治疗艾滋病的方法。按照《医师法》的规定，主动去疫区免费治疗艾滋病的民间中医是非法性质；《药品法》按西药标准要求中药，抹杀了中医药的特色和优势；《传染病法》规定，中医不能治疗传染病。这些规定不尽快改变的话，中医如何能够在治疗艾滋病方面发挥重要的作用呢？由此可见，湘西老中医罗廷耀“十年磨一剑”治疗艾滋病，实在是难能可贵，怎能不让人肃然起敬呢？
中医与西医，各有所长。我们应该按《宪法》第21条的规定，并重发展，相互配合。因此，在西医对艾滋病、禽流感等疾病束手无策的时候，为了保障13亿人的健康，国家应该把弘扬中医作为国家战略提出来。假如我们不深入研究用中医药治疗艾滋病等重大传染病的问题，不久的将来，中国人民的健康就很有可能受制于洋人。我是咸菜炒肉——有言在先，勿谓言之不预也。
