    12月6日下午，百色市政府召开全市实施防治艾滋病攻坚工程启动会。副市长赵桂兰出席会议。

    会上，各县（区）向市政府递交了《防治艾滋病攻坚工程责任状》。赵桂兰就如何做好全市下一阶段防治艾滋病工作提出要求。她强调，要加强领导，建立健全组织机构，切实解决各级防艾办的办公场所、人员编制、经费等问题。要领会政策，完善工作机制，进一步分解目标任务，落实责任分工，细化政策措施，确保实施防治艾滋病攻坚工程取得实效。要加强宣传教育，特别是要突出抓好对青少年、外出务工人员等重点人群的宣传教育，加强对艾滋病感染者和患者进行自重自爱教育，营造有利于防治艾滋病的良好社会环境。要切实强化管理和干预，进一步加大对性途径传播行为的干预力度；加强采血供血管理，强制推广使用一次性注射器、输液器；坚决打击贩毒吸毒违法犯罪活动；全面开展预防艾滋病母婴传播工作；加强艾滋病感染者和病人随访管理，应用预防干预新技术、新措施，迅速扩大综合干预措施的覆盖范围。要进一步完善落实“四免一关怀”政策措施，完善健全救治管理体系，不断探索对艾滋病感染者、病人及其家庭的关怀救助办法和模式，切实保障艾滋病感染者和病人的合法权益。要加强疫情监测和综合防治能力建设，统筹推进全市艾滋病综合防治体系建设，切实抓好防治艾滋病基础设施和队伍力量建设。 （记者 骆心云）
