每个人都希望有个温暖舒适的家，也许，我描述的这套三居室，有些人并不满意，但我觉得，对于很多人来说，这样一套板楼三居，已经挺好了。

我想说的是，希望有一天，我们的政府能够承认我们有足够的资源，让每个家庭都拥有这样一套板楼三居。可惜，中国还没有承诺竞选制度，如果有一天，中国能有公平公开竞选县市级行政主管的机会，而我能有机会参加这样的竞选，我愿意作出这样的承诺，带领大家，通过共同的努力，让辖区内的每个家庭，都能至少拥有这样一套板楼三居。因为我认为，所谓政府官员，并不应该是统治者，而应该是为国家和人民做事的，有良知的公民。

在这里，我简单的描述一下我心目中的蓝城社区模板，在实际建设时，希望有良知的建筑师们，能提供更好的建议。这个社区模板的面积应该是一平方公里，有165栋12层板楼住宅，和14栋10层商业楼。每栋住宅楼提供96套120平米住宅，全楼东西面宽80米，南北进深12米，层高3米，安装4部电梯，地上12层，地下1层，建筑面积12480平方米，招标造价1920万元人民币，采用先进的低碳节能建筑技术，包括但不限于：地源热泵、太阳能、外墙保温、断桥铝合金双层窗、地板采暖、新风系统等，而且，每套住宅的户内墙都可以按照业主的意愿，自由布局。每栋商业楼的地上1层层高4.5米，2到10层层高3.5米，有1层地下室，造价不超过1580万人民币。每层商业楼面积720平米，安装两部电梯，同样采用先进的低碳节能技术，并可以提供大约150个就业机会，也就是说，这样一个小区，可以提供大约21000个就业机会，以及15840套120平米板楼三居。

在这样的小区里，地面上只有15辆低速电力巴士，就可以解决居民在小区内的运输问题，每个希望购买私车的家庭，都要付费购买或租赁地下停车位，所有的私车或公车，都只能在地下泊车。人车分离的社区，意味着安全和安静，生活品质和充足的绿化。而小区地下的综合市政管线系统，则使得人们可以永远不会被施工扰民而烦恼。提供超过11200个车位的地下停车系统，总造价不超过5.2亿，而整个社区的地下市政管线系统造价，则不超过2.8亿，也就是说，整个社区的市政配套系统造价，不超过8亿人民币，平均每户大约5万元。

计算一下，165栋住宅楼每栋造价1920万元，14栋商业楼每栋造价1580万元，市政停车系统造价8亿元，整个社区的造价只要42亿元。包含6%的管理成本，平均每套住宅的建安成本只有28万人民币（42亿x1.06÷15840套），平均每平米大约2333元。当然，即便我们把14栋商业楼的所有权登记为政府财产，让政府可以通过租金收入实现永远的可持续，我们依旧要支付土地成本。如果在北京的六环外，这样一块新城用地的楼面地价估计要达到每平米3600元，政府的直接土地收益68.5亿元，每亩456万元，加上至少价值15亿，预期年租金收益上亿的14栋商业楼。盖房每平米2400元，地价3600元，加起来每平米房价大约是6000元。这样一套120平米板楼三居，大约需要72万元人民币。按照北京2009年城镇职工平均年薪48000元估算，这样一套房子，至少相当于一个双职工家庭七年半的全部家庭收入。

我认为，每个渴望用72万元买到这样一套板楼三居的工薪族家庭，都有义务向政府呼吁，请政府允许工薪族家庭共同出资建设这样一个社区。前提是每个家庭先支付30万元人民币，并在以后的20年里，每个月再还给银行2500元，而且每个家庭只购买这样一套住宅。如果您觉得您愿意用72万元的价格拥有这样一套板楼三居，并且愿意承担共同向政府呼吁的义务，请您支持。如果您觉得这样您还不知足，或者您不愿意为这样的条件共同呼吁，也请您指出我的不足。请相信，如果有成千上万的信函，每天寄给北京市政府，政府一定会考虑并给出让大家满意的答复的。团结就是力量，中国人能不能为了共同的利益团结起来呢？为了自己渴望的利益，每个人都有义务大声的向政府呼吁。相信我吧，为了每个工薪族家庭的利益。

Everyone in the Earth need a worm and comfort home. May be, this home with three bedrooms are not enough for some people. but I feel, for most of people, this apartment already not bad. 
 

And what I want to say is, hope one day, our government will agree that we have enough recourse, to make each family to have an apartment like this. unfortunately,  china still not have the campaign promises, if one day, people in china have the chance to run for the leader of city, and I have the chance to promise, I would like to promise that I will lead us to work hard, and make everyone in the city to have a apartment like this, which have 3 bedrooms. Because I think, the government officer, should be the Citizens with a conscience, and work for the nation and people, but not to rule them only.

Please allow me to introduce the model of Linecity in my mind. And if we build it really, hope we can find some good architect with conscience help us to design it better. And the model of Linecity should be 1 sqr kilometer, have 165 Living Tower and 14 Service Tower. each of Living Tower provide 96 apartments, and the width is 80 meters, the deep is 12 meters, each floor are 3 meters high, with 4 lift. 12 ground floors, and 1 underground floor, construction area is 12480 sqr meters. the construction and equipment price will not more than 19.2 million RMB, that will including the advance tech Low-carbon energy, Ground source heat pump, solar, wall insulation, broken bridge aluminum alloy double windows, floor heating, fresh air systems etc. and the owner will be able to arbitrary separation the apartment as if they want. and each of Service Tower have a ground floor 4.5 meters high, and the 2 to 10 floor are 3.5 meters high，and 1 floor underground, the construction and equipment price will not more than 15.8 million RMB. each floor of the Service Tower can give 150 jobs in average， that means there are 21,000 jobs and 15,840 apartments in this model of community.

In the community, there are only elect-bus run in save speed, and the transport in the community will be OK. But each family living there and wants to buy a car, should pay or rent a parking place underground, all of the car even private or company, will only park underground. This community means save and quiet, quality and sufficient green. And the integrated Urban Pipeline System can make people never disturb by the construction forever. The parking system with 11200 parking place will cost not more than 520 million RMB, the Integrated Urban Pipeline System will cost not more than 280 million RMB, which means we are only need to pay 800 million for this, only 50,000 RMB for each apartment.

just count it, 165 Living Tower, each cost 19.2 million RMB, 14 Service Tower, each cost 15.8 million RMB, urban pipeline and parking system cost 800 million RMB, total cost of construction and equipment will be 4.2 billion RMB, will a 6 percent manage cost, each of apartment will only cost 280,000 RMB for construction and equipment, average cost for each sqr meter is 2333 RMB. Of course, even we register all of 14 Service Tower as the property of government, make the government have a sustainable incoming forever, and we still need to pay the price of land. If we build the community out of the Sixth Ring of Beijing, the land price of each floor meter will still cost 3600 RMB, and the community will pay 6.85 billion RMB to the government, each chinese acre will cost 4.56 million RMB, and 14 Service Towers, total cost more than 1.5 billion, that billion in annual rental income. 

And the price of each sqr meter will be 6000 RMB, a home with 3 bedrooms like this, will cost 720,000 RMB. As we known, the city salaried in Beijing average income 48,000 RMB per year. This apartment will cost total income of 2 workers family for 7.5 years.

I think, with 720,000 RMB, each salaried family who eager to buy this apartment have 3 bedrooms, are obligation to appeal to the Government, require the government to allow the salaried family pay and construction the community together. Just if we pay 300,000 RMB for each family, and in next 20 years, we pay 2500 RMB to the bank for the price rest, and each family buy a home like this only. if you want to have a apartment have 3 bedrooms like this, and wish to pay 720,000 RMB for this, and willing to bear the common obligation to the Government's appeal, Please support me. if you not agree with me in this condition, or not willing to appeal to the Government, please tell me what is your reason. Trust me, if there are thousands of letters to the Government of Beijing, the Government will surely to consider and to sell us a satisfactory reply. Unity is strength; Chinese people can unite for the common good then? Desire for their own interests, anybody obligation to loud appeal to the Government. Trust me, salary earners to each family's interests.
