陈竺出席会议 马飚主持会议南宁讯 （记者罗侠）6月25日，全区防治艾滋病攻坚工程动员电视会议在南宁召开。自治区党委书记、自治区人大常委会主任郭声琨在会上强调，面对当前我区艾滋病防治的严峻形势，要全面启动防治艾滋病攻坚工程，坚决打赢防治艾滋病这场人民战争。

郭声琨指出，艾滋病是全球共同面临的重大公共卫生问题和社会问题。艾滋病在我区出现以来，自治区党委、政府高度重视做好防治工作，在国艾办、卫生部的大力支持下，全面贯彻落实中央的决策部署，积极组织防控，及时救助患者，取得了显著成效。特别是今年3月我区与卫生部签署了共建兴边固疆卫生惠民工程协议，有力地推动了我区艾滋病防治工作，为保障全区经济社会发展和人民群众身体健康发挥了积极作用。
郭声琨指出，当前我区艾滋病疫情仍然十分严峻，防治艾滋病正进入关键时期。自治区党委、政府于今年3月出台了《关于切实加强防治艾滋病工作的决定》和《防治艾滋病攻坚工程实施方案》，决定自今年起，在全区范围内组织实施为期5年的防治艾滋病攻坚工程，打一场防治艾滋病的人民战争。全区各级各部门一定要全力实施防治艾滋病攻坚工程，全面动员社会各方面力量，继续毫不松懈地抓好艾滋病防治工作，坚决遏制艾滋病疫情的传播和蔓延。
郭声琨强调，防治艾滋病是一场涉及面广、任务艰巨繁重的系统工程，必须突出重点、分类指导，健全措施、科学应对，强化力度、广泛动员，确保各项工作扎实推进。这关键要做好五方面工作：
一是全力实施全区防治艾滋病攻坚工程。各地各部门要切实把防治艾滋病工作纳入本地区本部门经济社会发展规划，结合实际，研究制定贯彻落实的具体方案，进一步分解目标任务，落实责任分工，细化政策措施，确保实施防治艾滋病攻坚工程取得实效。
二是全面加强普及艾滋病知识宣传教育。要大力宣传党和政府关于防治艾滋病的政策，宣传艾滋病的严重危害性，宣传艾滋病的传播途径、流行特点、防护知识等，提高人民群众防范艾滋病的自觉意识和能力。要坚持面向群众、面向社区、面向农村，充分利用各种载体和平台，采取经常性宣传教育与专项宣传教育相结合，广泛开展形式多样的艾滋病防治宣传教育活动，推动艾滋病宣传教育进社区、进家庭、进学校、进农村、进重点场所、进重点人群，真正做到家喻户晓、深入人心。特别是要突出抓好对青少年重点人群的宣传教育，加强对艾滋病感染者和患者进行自重自爱教育，积极做好全社会的宣传引导，形成有利于防治艾滋病的良好社会环境。
三是切实强化管理和干预。要进一步加大对性途径传播行为的干预力度，坚决打击卖淫嫖娼等违法犯罪活动，依法加强对娱乐场所经营活动的管理，大力推广使用安全套，加强采血供血管理，强制推广使用一次性注射器、输液器，减少艾滋病经性途径传播。要坚决打击贩毒吸毒违法犯罪活动，减少艾滋病经吸毒途径传播。要全面开展预防艾滋病母婴传播工作，对感染艾滋病的孕产妇及所生婴儿，实施预防艾滋病母婴传播综合服务，阻断艾滋病经母婴传播途径。要加强艾滋病感染者和病人随访管理，应用预防干预新技术、新措施，迅速扩大综合干预措施的覆盖范围。要全面加强知识培训、健康教育、行为干预、医疗护理和咨询关怀相结合的综合服务，营造一个有利于艾滋病预防、治疗，有利于艾滋病病毒感染者或病人生活的社会环境。
四是进一步完善落实“四免一关怀”政策措施。各地各部门要进一步健全完善救治管理体系，不断探索对艾滋病感染者、病人及其家庭的关怀救助办法和模式，切实保障艾滋病感染者和病人的合法权益。对农村和城镇经济困难的艾滋病病毒感染者和病人，要适当减免抗机会性感染治疗药品的费用。要重点做好艾滋病孤儿救助关怀工作，逐步建立救助安置工作体系，总结推广救助安置的成功做法和经验。
五是加强疫情监测和综合防治能力建设。各级卫生部门要及时、准确、全面掌握疫情和流行趋势，为各地各部门开展防治艾滋病工作提供科学依据和及时指导。要规范疫情的报告和发布，对瞒报、漏报、迟报疫情的，要严肃追究有关责任人的责任。要建立对社会的信息发布程序，提高公众的警觉性，不炒作、不回避、不恐慌。要统筹推进艾滋病综合防治体系建设，健全完善各级防治艾滋病组织机构。各地要根据实际需要，切实抓好防治艾滋病基础设施和队伍力量建设。
郭声琨强调，防治艾滋病不单是卫生部门的任务，而是各级党委、政府及各部门和全社会的共同职责。各级党委、政府一定要加强领导、落实责任，切实把防治艾滋病各项工作抓紧抓好。要强化督促检查，把防治艾滋病攻坚工作目标责任纳入整体工作目标责任体系，逐级签订目标责任书，确保各项政策措施落实到位，并作为各级政府、相关部门和领导干部绩效考核的重要内容。要强化经费保障，从今年起，自治区本级财政预算每年安排5000万元防治艾滋病专项经费，各地各部门也要合理安排防治艾滋病专项经费，并将其列入年度财政预算。要健全防治机制，充分发挥“政府主导、多部门合作、全社会参与”的防治艾滋病工作有效机制，定期召开防治艾滋病工作协调会议，及时协调解决工作中遇到的实际问题和困难，确保工作顺利开展。要积极动员和支持社会团体、企事业单位、民间组织和志愿者参与，形成全社会共同参与防治艾滋病工作的强大合力。
