国务院防艾委赴川桂宣讲艾滋病防治政策 陈竺：疫情严重地区要实行“一把手”负责制

本报讯 （记者张 昊）6月24日至25日，国务院防治艾滋病工作委员会先后赴四川和广西进行艾滋病防治政策宣讲。国务院防治艾滋病工作委员会副主任、卫生部部长陈竺在宣讲会上指出，当前我国艾滋病总体呈现低流行趋势，但是广西、四川等部分地区防艾形势不容乐观，提高地方部门领导干部的认识成为加强艾滋病防治工作的当务之急。
据介绍，截至2010年3月底，全国累计报告艾滋病病毒感染者和艾滋病病人34.6万余例，其中病人近11.6万例，累计报告死亡近6万例。虽然自2005年以来，我国年新发感染者逐年减少，但是重点地区疫情严重，性传播持续成为主要传播途径，同性传播上升速度明显。2007年以来，四川省、广西壮族自治区的病例报告数增加速度较快，部分地区的全人群艾滋病发生率超过1%，达到甚至超过了艾滋病高流行区的标准。
陈竺指出，我国当前艾滋病防治工作面临的主要问题包括，一些地方和部门领导认识不足；社会力量参与程度不高；宣传教育不够深入，社会歧视依然广泛存在；干预工作难度很大，覆盖范围有限；“四免一关怀”政策落实不平衡；专业防治队伍能力不足等。
陈竺要求，加强政府的组织领导，推动将艾滋病防治知识纳入各级、各系统党校和行政学院干部培训内容，同时把防艾工作纳入工作目标管理体系，实行定期考核。在艾滋病疫情严重地区、潜在流行危险因素较大的地区和艾滋病综合防治示范区，要实行防治工作“一把手”负责制，加强基层各部门之间的密切合作，明确职责，保障多部门防治经费的落实。
