柳州市提出用5年时间有效遏制艾滋病的流行

广西新闻网柳州讯（记者毛秋雁）性传播逐渐成为艾滋病主要传播渠道，向公众扩散的危险性明显增加。昨日，柳州市政府召开防治艾滋病攻坚工程启动会议，提出用5年的时间，有效遏制艾滋病的流行。
形势越来越紧迫
会上，副市长文和群通报了柳州艾滋病特点：一是地区分布差异较大，经济较为发达的县（区）艾滋病疫情较为严重，农村地区相对较轻；二是既往报告的艾滋病感染者逐渐进入发病高峰期；三是全市报告病例中以男性为主，占总报告病例人数的65%左右；四是通过性途径传播的比例呈较快上升趋势，并已成为当前艾滋病传播的主要途径；五是感染者以青壮年为主，但50岁以上年龄组的病例所占的比例亦在逐年增高；六是吸毒等高危人群的艾滋病感染率有所控制，艾滋病疫情正向农村地区扩散，向普通人群蔓延。
此外，由于社会歧视严重，艾滋感染者主动就医及主动接受医学随访、医疗指导的意愿较差，与其亲密接触的人员知晓率低，从而被感染的危险性明显增加。
完成10大工程
针对越来越严重的疫情，柳州将实施10大防治艾滋病专项工程，围绕减少新发艾滋病病毒感染、降低病死率、提高感染者和病人生存质量的“两降一升”总体目标，到2014年，要将新报告感染者年增长率控制在15%以内。
10大工程主要包括防治艾滋病宣传教育、依法治理性与毒品传播艾滋病、预防艾滋病推广使用安全套、防治艾滋病健康干预与传染源管理、艾滋病监测能力建设、艾滋病医疗救治、预防艾滋病母婴传播、监管场所防治艾滋病、艾滋病社会救助、防治艾滋病科学研究与技术推广等。
新建10个治疗点
近年来，艾滋病传播人数大量上升，不安全的性行为是艾滋病感染者比较常见的一种传播途径。因此，预防艾滋病务必杜绝高危性行为。柳州市要求公安、人口与计生部门负责牵头组织制定和实施《依法治理性与毒品传播艾滋病、推广使用安全套工程实施方案》，并加强旅馆和娱乐服务场所监督管理，针对性途径传播高危人群开展推广使用安全套等综合干预措施，阻断艾滋病经共用注射器吸毒、性途径传播；在公共场所内摆放宣传材料、免费发放安全套，方便目标人群使用；新建10个美沙酮维持治疗点或延伸点。到2014年，实现旅馆和娱乐服务场所规范化管理，毒品供应和消费市场明显萎缩，“无毒县”、“无毒社区”数量逐年增加。
阻断母婴传播
实践证明，经过检测和阻断，艾滋病妈妈也能生出健康的宝宝，为此，柳州市卫生局将牵头组织制定和实施《艾滋病监测、传染源管理、母婴阻断和医疗救治工程实施方案》。从2010年开始，卫生局将重点加强艾滋病检测实验室及监测体系建设，提高艾滋病监测检测能力及可及性，为接受孕产期保健的孕妇提供免费艾滋病咨询、检测和母婴阻断服务。到2014年，产妇及其所生婴儿免费抗病毒药物服用率达90%以上，从而阻断艾滋病通过母婴传播。
减少吸毒感染率
静脉注射毒品者有很多人频繁共用注射器，如果有人感染了艾滋病，病毒就会很快传播开来。为此，柳州市政府要求司法部门负责牵头组织制定和实施《监管场所防治艾滋病工程实施方案》，所有监管场所要逐步建立和完善艾滋病病毒感染者管理、艾滋病病人治疗、感染者和病人转介及后续服务机制。到2014年，监管场所新收羁押人员艾滋病筛查率达100%；符合艾滋病抗病毒治疗条件的被监管人员艾滋病抗病毒治疗率达90%以上；静脉注射吸毒人群共用注射器的比例控制在15%以下。
关爱艾滋孤儿
目前柳州还没有专门接收艾滋孤儿的机构或组织，一些艾滋孤儿在父母死亡后由亲戚朋友收养，为了让他们也有一个灿烂的童年，柳州市政府要求民政部门负责牵头组织制定和实施《艾滋病社会救助工程实施方案》，落实国家“四免一关怀”政策，建立艾滋病致困人员社会救助和关怀体系，提供社会救助与关怀服务。到2014年，100%的受艾滋病影响的儿童和80%以上的生活困难艾滋病病毒感染者、病人及其家庭得到社会救助。
