考公务员要否验艾滋

新闻：上周多家媒体报道，感染艾滋病病毒的安徽大学毕业生吴强，参加安庆市教师招考，被认定为“体检不合格”，他诉至法院，要求判令拒录违法。
点评：招录公务员、教师，要不要验HIV？网上对此问声不绝。
在2005年人事部、卫生部公布的《公务员录用体检通用标准(试行)》中，删去了“艾滋病毒携带者不合格”的表述，“不合格”仅限于艾滋病病人。
这令人联想到乙肝病人与乙肝病毒携带者的区别。今年初，国家已明确，就业、入学体检中，不得要求开展乙肝表面抗原检测。
然而，在全国公务员录用体检表（由卫生部和原人事部制定）中，乙肝检测项目确实没有了，但在“免疫”项目下，却有“艾滋病病毒抗体”、“梅毒血清特异性抗体”内容。
有网友提出疑问：公务员体检标准中作出了艾滋病病人不合格的规定，这势必要求报考公务员的人要做HIV的检测，艾滋病病毒携带者就会被检测出来，这样，两个规定是否相矛盾？
