云南累计报告艾滋7.8万例

[提要] 今年上半年，全省共开展监测检测126.4万人份，报告艾滋病病毒感染者和病人4960例。全省城乡居民防艾知识的知晓率进一步提高，婚前保健人群艾滋病抗体免费检测、艾滋病感染者和病人随访等继续得到加强。

今年上半年，全省共开展监测检测126.4万人份，报告艾滋病病毒感染者和病人4960例。昨日，2010年全省防艾办主任工作会议在昆明召开。记者了解到，全省新发现人数较去年同期有所下降，但性途径传播比例仍然在上升，50岁以上报告感染者人数增加。

上半年报告4960例
省防艾委副主任、省卫生厅副厅长、省防艾局局长徐和平介绍，今年上半年，全省共开展监测检测126.4万人份，报告艾滋病病毒感染者/病人4960例，其中艾滋病感染者4148例、艾滋病病人812例，报告死亡1074例。
从1989年到今年6月，全省累计报告艾滋病病毒感染者和病人78930例，其中艾滋病感染者61394例、艾滋病病人17536例，死亡10749例。
防艾
成全省年度工作重点
“今年是我省新一轮禁毒防艾人民战争的收官之年，防艾事业正处于承前启后的关键时期。”徐和平说，过去几年，是我省防艾形势发生重大转变的重要时期，艾滋病快速上升的总体势头得到了初步遏制，禁毒防艾的政策深入人心，形成了良好的政策环境和社会氛围，为打赢防艾持久战铺垫了一个崭新的起点。
年初，省政府就将开展新一轮禁毒防艾人民战争列为2010年全省重点督查的20项重要工作之一。我省拟制上报了云南省桥头堡建设中艾滋病防治部分的工作方案，积极争取将我省防艾工作纳入桥头堡建设的规划之中。
对策
困难患者有望进低保
昨日，徐和平还提出了近期防治艾滋病的7项重点任务，其中包括：以边境地区、少数民族地区、边远农村等为重点地区，以流动人口、外出务工、出入境、感染者和病人配偶、“涉外婚姻”等人员为重点人群，进一步加强综合防治。加大关怀救治的力度，省民政、卫生等部门联合出台政策，将生活困难的艾滋病感染者和病人纳入低保的关怀救助范围，进一步完善救助的方法和标准等。
据了解，目前，中央已下达2010年度艾滋病防治专项资金2.8亿元，国际合作项目今年在我省的艾滋病防治经费投入已达到5994万元。
形势
50岁以上感染者增加
徐和平说，通过对前半年疫情分析看出，虽然全省新发现人数较去年同期略有下降，但部分疫情较重的县区每年新报告人数仍然较多，性途径传播比例仍然在上升，50岁以上报告感染者人数增加。同时，医疗和妇幼保健机构成为发现艾滋病感染者或病人的主要场所。综合研判，当前，影响我省艾滋病流行蔓延的危险因素依然存在，疫情形势还非常严峻，防治任务还十分艰巨。
成效
免费检测39万孕产妇
至今年7月，全省对外出务工农民开展防艾培训18万人次、婚姻登记人群免费艾滋病检测26万人、孕产妇免费艾滋病检测39万人、医疗卫生机构艾滋病咨询检测40万人、美沙酮维持治疗在治11157人、免费抗病毒治疗在治14245人。
