人民网科技讯 来自中国科协网站的消息：日前，第18届国际艾滋病大会在奥地利维也纳召开。来自世界各国的23000多名专家、医疗工作者、政府及非政府代表和企业界人士参加了大会，共同讨论全球艾滋病病情的发展、预防措施、新技术研发以及最新研究成果。以“我们的权利，就在此时此地”为口号，呼吁全球在积极与艾滋病病毒抗争的同时，关注人权，注重对艾滋病病毒感染者及病毒携带者的保护。中华预防医学会秘书长蔡纪明率3人代表团赴会。本次参会是学会参与国际大会程度最深的一次，收获颇丰。
为更好地参与此次国际大会，发出中国的声音，中国政府在大会上举办了“认识中国，艾滋病应对与挑战”中国分会。中华预防医学会联合中国性病艾滋病防治协会、中国性病艾滋病防治基金会、香港艾滋病基金会组织了中国非政府组织卫星会，同时筹办了地球村展台，并为山西的感染者举行了义卖。

中国非政府组织卫星会的主题是“在中国实现高质量的服务：过去、现在和未来”，会议时间为7月18日上午。虽被安排在大会召开之前，但200人的会场仍然座无虚席。从社会组织、社区小组、企业、国际机构等角度对近期的工作进行报告。会议由中华预防医学会蔡纪明秘书长、北京协和医科大学廖苏苏教授主持，中国性病艾滋病防治协会副会长兼秘书长沈洁以“中国非政府组织提供的服务”为题，介绍了中国的社会组织在艾滋病防治工作中提供的各项服务；天津深蓝志愿者工作组的嘎嘎以“HIV检测可及性对中国MSM的影响”介绍了MSM志愿者以各种形式开展的HIV干预及检测活动；中国-默沙东艾滋病基金会（美国）北京代表处首席代表Hugues Malonne先生从“遏制艾滋病蔓延-公共-私营机构合作与企业责任”的角度介绍了默沙东艾滋病基金会在中国开展的服务；世界卫生组织驻华代表处何景琳博士介绍了国际组织在中国为防治艾滋病和性病所提供的高质量服务。主题发言后，与会者就中国艾滋病疫情，社会组织/公民社会参与，母婴传播阻断、国际机构对社会组织及公民社会的支持等问题进行了热烈的讨论。
在地球村中国展台前，4家学会派发宣传资料、播放宣传片，并为山西的感染者小组筹集经费开展义卖。同时也利用该展台与多国代表就流动人口、MSM、阳性人群的艾滋病问题进行了深度交流。

中华预防医学会还参加了德国国际继续教育与发展协会组织的远程教育分会场交流，和其他5个国家的专家在会上介绍了中德艾滋病防治在线教育项目的开展情况。另外，以各种形式在会上宣传学会开展的艾滋病防治活动。如：在海报展区张贴介绍学会开展的艾滋病防治的海报；在展台播放“中盖艾滋病项目”制作的短片等。
通过参会，学会专家了解了艾滋病防治的新进展及国际社会的新动向，了解到中盖艾滋病项目的捐赠方Bill Gates的战略思想，这为学会更好地管理中盖项目及开展国际合作积累了经验。通过非政府组织卫星会及远程教育分会场，介绍和宣传了中国非政府组织（NGO）在艾滋病防治中的参与及作用。通过展台，增加了与国外同行的互相了解。此次活动让学会深深感到，我们参与的任何活动都展示着中国非政府组织的作用。
