政策解读：农民工健康从建档开始

随着大量农村劳动力转移到城镇，农民工健康越来越受到社会的关注。从今年起，卫生部将在29个省（区、市）的65个县（市、区）开展农民工健康关爱工程项目试点，切实保障广大农民工的身体健康。
卫生部要求，集中用人单位应为签订劳动合同的农民工建立健康档案，并及时更新，逐步实现计算机管理。健康档案主要信息包括农民工个人基本信息、主要健康问题及卫生服务记录等。农民工健康档案建立率应达到80%以上。
建立职业健康监护档案
职业健康检查率达85％以上
卫生部提出，开展农民工职业病防治宣传教育，提高农民工自我保护意识，加强用人单位职业病防治法律责任意识；加大对从事接触职业病危害作业的农民工职业健康监护的监督检查力度，督促用人单位组织农民工职业健康检查，建立健全农民工职业健康监护档案；加强农民工职业病诊断与鉴定管理工作，为农民工进行职业病诊断与鉴定提供方便。
根据要求，项目地区要基本摸清当地职业病危害分布情况、用人单位职业健康监护情况和从事接触职业病危害作业的农民工情况，农民工职业病防治知识知晓率达到80％以上，农民工职业健康检查率达到85％以上，并为所有体检农民工建立职业健康监护档案。
开展农民工健康教育
80%以上农民工接受心理培训
卫生部提出，开展传染病防治等知识的健康教育和卫生知识培训，提高农民工对艾滋病、结核病、计划免疫等传染病防治知识的知晓率。为农民工开展慢性病“三个一”工作，即免费测量一次血压，发放一本《生活方式与慢性病科普知识手册》，开展一次慢性病预防与营养知识讲座，提高农民工健康水平。在发现高血压患者后，应纳入基本公共卫生服务进行管理。同时，通过心理健康教育和心理健康指导，重点指导农民工对城市环境的适应力，缓解心理压力。
卫生部要求，项目地区农民工艾滋病、结核病、计划免疫等传染病防治知识知晓率应达到85%以上；农民工接受血压测量率达到90%以上，慢性病及营养相关知识知晓率达60%以上；80%以上农民工接受1次以上提高心理适应力培训，50%以上有心理压力的农民工接受1次以上心理健康指导。
为农民工子女接种疫苗
入托入学接种证查验率100%
卫生部提出，开展农民工结核病防治及其子女免疫规划工作。一是为农民工初诊肺结核可疑症状者或疑似肺结核患者免费进行胸片和痰涂片检查，为农民工肺结核患者提供免费抗结核药物治疗，并提供督导管理。二是加强农民工子女国家免疫规划疫苗接种，开展针对性强化免疫工作。
到2015年，农民工子女适龄儿童以乡为单位原免疫规划疫苗单苗接种率达到并保持在90%以上，新纳入免疫规划的疫苗接种率达到85%；入托入学接种证查验率达到100%，补种率达90%以上；预防接种实现信息化管理，90%以上乡级预防接种单位实现预防接种信息化管理。
艾滋病、梅毒、乙肝母婴阻断
采取预防母婴传播干预措施率超90%
卫生部提出，开展农民工艾滋病、梅毒、乙肝母婴阻断项目。落实孕产妇艾滋病病毒抗体筛查、梅毒筛查和乙肝检测，为艾滋病病毒感染孕产妇及所生儿童提供抗病毒药物及相关检测、随访等服务。对梅毒筛查阳性的孕产妇，提供规范的妊娠梅毒治疗，防治先天梅毒。对住院分娩的乙肝表面抗原阳性母亲所生新生儿在出生24小时内接种乙肝疫苗，同时免费注射1针乙肝免疫球蛋白。
根据要求，项目地区孕产妇艾滋病检测率、梅毒筛查率及乙肝检测率分别达到80%以上；艾滋病病毒感染孕产妇及所生儿童、梅毒感染孕产妇及所生儿童、乙肝表面抗原阳性孕产妇所生新生儿采取预防母婴传播干预措施率达到90%以上。

Interventions to prevent mother to child transmission rate of over 90%
