联合国:清楚法律障碍 共同对抗艾滋病

近日,联合国艾滋病规划署表示,目前,大部分亚太国家对待艾滋病高危人群不仅存在着严重的歧视,并且筑起了法律和政策的高墙限制艾滋病患者的生活。为了改变这一现状,清除这些法律和政策壁垒,联合国于2月17日于泰国曼谷举行会议就针对艾滋病人的限制性法律展开讨论。
该活动由艾滋病规划署和开发计划署支持成立的“艾滋病和法律全球委员会”以及联合国亚洲及太平洋经济社会委员会共同主办。
来自22个国家的150多名艾滋病专家、政策制定者和倡导者参加此次讨论,主题是关于针对艾滋病人的限制性法律和政策等问题。
联合国艾滋病规划署执行主任西迪贝指出,这些法律和政策是针对艾滋病人的限制性条例,它们阻碍了艾滋病人获得相关的服务,是在对他们进行惩罚,而不是保护。这种壁垒妨碍了对艾滋病预防、治疗的工作进展。
西迪贝称,希望这样的一次由多国代表参与的讨论能够在一定程度上改变这一地区对艾滋病及其感染者的态度,并能够打破各国关于艾滋病的歧视性法律和政策壁垒。

United Nations: a clear legal obstacles to fight against AIDS

Recently, UNAIDS said that at present, most of the Asia-Pacific countries at high risk not only to treat AIDS, there is serious discrimination, and build a wall of legal and policy constraints of living with AIDS. Sidibe, UNAIDS Executive Director pointed out that these laws and policies are restrictive regulations against AIDS, which hinders access to AIDS-related services is to punish them, rather than protection. This barrier prevents AIDS prevention, treatment progress.
Sidibe said, I hope this time by a number of countries represented in the discussions to a certain extent, change the area of HIV infected persons and their attitude and be able to break the discriminatory national laws on AIDS and policy barriers.
