为了认真贯彻落实《国务院关于扶持和促进中医药事业发展的若干意见》、《中国防治艾滋病中长期规划(1998-2010)》、《中医药事业发展“十一五”规划》，《国家中医药管理局中医药预防艾滋病工作计划(2006-2010)》的精神和要求，充分发挥中医药治疗艾滋病的作用，突出中医药特色，评价中医药和真气运行治疗HIV感染者和艾滋病患者的效果，探索中医药治疗艾滋病的模式，我省中医药治疗艾滋病在天水的经验基础上，扩大到兰州市和临夏州，并将逐步在全省推开。2011年3月10日，由甘肃省中医药局组织，省疾控中心承办的“甘肃省中医药局治疗艾滋病项目启动会暨培训班”在兰州召开。来自兰州、临夏、天水市(州)卫生局及县(市、区)卫生局分管局长，兰州、临夏、天水市(州)疾控中心及县(市、区)疾控中心分管主任、中医药防病科和性艾科负责人，省中医药治疗艾滋病专家组成员等共105人参加了会议。
会议由省中医药局张红伟主任主持，省疾控中心主任王新华在启动会上讲话。王新华主任对甘肃省扩大艾滋病中医药治疗项目进行了安排部署,就项目组织领导、科学管理、督导与评估、数据的收集管理、保密原则等八个方面进行了强调和安排。启动会上,省中医药管理局与兰州、临夏、天水市(州)卫生局签署了项目任务书。
会议期间，省中医药治疗艾滋病专家组刘宝录主任医师介绍了全国和甘肃省中医药治疗艾滋病的现状与进展、甘肃省中医药治疗艾滋病项目实施方案和技术方案；徐春茂科长介绍了真气运行干预HIV感染者技术方案；天水市疾控中心李江红副科长就中医药治疗艾滋病的病例书写和电子病例书写、录入及上传要求进行了培训。
甘肃省扩大艾滋病中医药治疗项目的实施为我省艾滋病患者开辟了新的治疗途径和方法，扩大了治疗范围。通过项目实施，对提高HIV感染者和艾滋病患者免疫功能，延长患者的生存时间，提高患者生活质量，减少患者的机会性感染，降低我省艾滋病患者的病死率以及开创我省中医药治疗艾滋病新局面将具有重要意义。(中医药防病科)
