“防治艾滋病不仅承载着一个国家的历史责任和社会责任，也拷问着我们每一个企业、企业家的胸襟气度和精神认同，维系着一个社会的道义责任和脉脉温情。”
2010年3月12日，在中华红丝带基金二届一次理事会上，全国工商联副主席、世茂集团董事局主席许荣茂(专栏)当选为中华红丝带基金二届理事会执行理事长。
一重身份是享誉业界的房地产大亨，另一重身份是挥舞着艾滋病防控工作大旗的公益人，如果不是因为中华红丝带基金，连许荣茂自己也很难相信，他会对防艾治艾工作产生深入的认识和体会。“尽管我本人也是中华红丝带基金的共同发起人之一，但对艾滋病没有太深入的了解，一直算是个门外汉。直到当选为新任执行理事长，直接管理红丝带基金的工作，才比较深入地了解这方面的知识。”许荣茂坦承，
经过一年多的工作，这个“门外汉”不但对艾滋病防控工作倾注了满腔热忱，更重要的是他将这个公益角色和企业家身份紧紧结合起来，影响带动自己的企业和员工以及身边的企业家朋友共同参与到这项公益事业中。因为在他看来，参与艾滋病防治绝对是企业义不容辞的责任。
荣誉与压力同在
早在2004年，全国工商联主席黄孟复倡导广大民营企业家参与国家的防艾工作，筹建中华红丝带基金。这种由企业家副理事长轮流担任基金执行理事长的管理体制在中国公益史上还是一个创新。据了解，中华红丝带基金从第一届二次理事会起，决定推选企业家副理事长为执行理事长。之所以实行这种管理模式，是考虑到让捐赠人共同参与基金的管理，对于保证基金规范、透明运作，体现捐赠人的意愿将起到重要作用。
“担任执行理事长对我而言，是一项荣誉，也是一种压力。”许荣茂说，“在中华红丝带基金，我的身份是慈善机构的管理者，我不仅要自己捐钱出来做，还要想办法动员更多的企业家、公众出钱出力，我相信有全国工商联的领导，有爱心人士的支持，我会干好这项工作的。”
据介绍，中华红丝带基金自成立以来，共有40多家民营企业长期捐赠支持，如今已达到4000余万元的基金规模。基金在受艾滋病影响儿童的救助与安置工作，针对农民工、流动人口和大学生预防艾滋病宣传教育等方面开展了一系列卓有成效的工作。
2005年，红丝带基金在河南上蔡投资近600万元建立了中华红丝带家园；2007年，红丝带基金与国艾办、性艾中心共同实施了“艾滋病儿童口才抗病毒治疗营养支持”项目；2009年，红丝带基金在云南陇川县投资356万元建立了“中华红丝带爱心教学楼”；2010年，在四川省凉山州实施以资助受毒品艾滋病影响儿童的栋梁班，帮助地方政府建立村级卫生室，为母婴阻断新生婴儿提供人工喂养三项公益项目；2011年，在卫生部、团中央等部委的支持下，开展红丝带健康包“百校进千企”活动，继续加大面向外来务工人员艾滋病防治宣传教育范围。
许荣茂通常在接受采访时还不忘“借机”做公益广告，他表示，对于艾滋病这个弱势群体，1800元就能资助一个艾滋孤儿一年的生活费用；
3600元就能为一个阳性孕产妇提供婴儿人工喂养；10万元能建一个村级卫生室，能服务周边数千名彝族百姓，希望广大的企业家和爱心人士能够给予捐赠。
宣传教育是最好的疫苗
作为红丝带基金的执行理事长，许荣茂认同一个观点，那就是在尚未出现能够治愈艾滋病的药品之前，宣传教育是防治艾滋病最好的疫苗。而他自身也在尽己所能，积极推动艾滋病防治工作的深入开展。自担任中华红丝带基金的执行理事长以来，许荣茂带领他的企业积极参与了一系列活动：去年5月16日的“请给我一个拥抱”国际艾滋病烛光日主题公益活动；“爱与艾的相连”——2010中华红丝带百名艾滋病致孤儿童夏令营活动走进上海世博会；中华红丝带农民工健康包发放活动等等。
虽然有要务缠身，但许荣茂很少缺席红丝带的活动。用中华红丝带基金副秘书长叶大伟的话来说，许荣茂值得尊敬之处在于他和艾滋病遗孤接触很多，所以自己有很多感慨，他经常向房地产圈内的朋友讲这些事情，并带动周围的人一起关注艾滋病遗孤的问题。
许荣茂曾在一次发言中提到，世茂集团副总裁卓亚岚女士兼任着中华红丝带基金的秘书长，她夜以继日地为艾滋病防治做宣传、搞活动。许荣茂开玩笑地和卓亚岚讲：“以前介绍你是‘世茂集团副总裁兼中华红丝带基金秘书长’，现在我看得介绍你是‘中华红丝带基金秘书长兼世茂集团副总裁’了。”
让许荣茂倍感欣慰的是：世茂集团在艾滋病防治方面的工作得到了员工的积极倡议和响应，世贸的员工志愿者成为艾滋病防治的宣传员，他们主动为艾滋孤儿捐款，带着艾滋病致孤儿童逛长城、天安门、鸟巢，还手牵手同游世博会，让孩子们开拓眼界，了解世界。他们在休息日带着红丝带健康包进工厂、进社区、下工地，向外来的打工者送温暖、送知识，向他们讲解艾滋病防治知识，指导他们填写艾滋病知识调查问卷，消除了他们对艾滋病的误解、偏见与恐惧。
防艾治艾企业义不容辞
目前，中国的艾滋病情况依然严峻，国家制定的防治艾滋病工作机制是“政府主导，多部门合作，全社会参与”。据了解，全国工商联作为国务院防治艾滋病工作委员会的成员单位，所承担的主要任务之一是动员、鼓励民营企业在企业内部开展艾滋病预防宣传工作。
许荣茂表示，对于艾滋病防治工作，企业首先要让员工了解艾滋病知识，树立员工的安全和健康意识，养成正确的行为方式，这样才能避免员工被感染，降低艾滋病的流行趋势。同时还要告诉员工，艾滋病其实没那么可怕，不要去恐惧、误解、歧视艾滋病感染者。你越歧视他，他越不敢走出来，那传播的危险因素就越难控制。如果大家都能宽容的理解这件事，他们也就会大方的走出来，去检测、去治疗，同时也会提醒身边的人。
今年两会期间，许荣茂向全国政协提交了《关于进一步加强全社会参与艾滋病防治的若干意见》的提案。他在提案中表示，企业是社会健康运作的重要力量，目前缺乏针对企业的广泛、深入、系统、长期的防治艾滋病宣传教育。部分劳动密集型的行业企业中外来务工人员普遍存在健康观念淡漠、艾滋病知晓率低、歧视感染者等现象。因此，他建议在企业员工中开展常态化艾滋病防治宣传；发挥企业自身优势和辐射面，影响上下游企业和社区参与；动员、鼓励企业对艾滋病防治给予资源和资金上的支持。以此动员社会企业力量，扩充防艾治艾大军，加强社会力量参与的范围和力度。
