云南昆明市人口计生委坚持“发挥优势、宣传为主、增强能力、积极参与”，将艾滋病的预防和宣传纳入人口和计划生育工作中，取得明显成效。
一是发挥网络优势，开展特色教育。在广播、报纸、互联网等媒体开设栏目，制作防艾挂图、标语、公益广告，开展集中性大型宣传活动，宣传防艾知识。根据女性青少年、未婚女青年、女性流动人口、农村妇女等不同女性群体的特点，有针对性地开展宣传教育活动，普及艾滋病预防知识，倡导文明健康的生活方式。
二是强化系统建设，提高技术水平。结合咨询服务，开展艾滋病自愿咨询转介服务；开展计划生育技术人员的防艾知识培训，宣讲艾滋病基本概念、流行病学、预防措施、有关法律法规、人口流动与艾滋病、自愿咨询检测及艾滋病与妇女等知识；加强技术服务机构质量管理，有效预防医源性传播。
三是抓好项目实施，引导自觉防艾。发挥计生协会在艾滋病预防的网络队伍优势，结合生殖健康/计划生育服务项目实施，在育龄群众中普及艾滋病预防知识；大力开展推广使用安全套预防艾滋病工程，引导男性参与，保证安全套供给渠道畅通；加强女性生殖道感染防治，将艾滋病预防渗透到避孕方法知情选择的全过程，为构建和谐计生、和谐家庭、和谐社会起到了积极推动作用。
