男子为筹毒资盗窃时落网 因患有艾滋病被释放

农某为筹毒资在北湖机电市场盗窃时落网，民警在批评教育后对其免予行政拘留，昨日上午被释放回家。半个月来共有37人同是因吸毒被北湖派出所抓获，但能享受这种“待遇”的只有农某和林某、李某3人，因为他们是艾滋病患者，目前尚无专门场所对他们收容。
6月15日晚8时许，北湖机电市场巡防人员在巡逻时，发现农某正在某商铺行窃，当场将其抓获，并从其电动车上查获扣件等赃物。北湖派出所民警将农某带回审问后，发现其不但是一名吸毒人员，还是一名艾滋病患者。在对其进行了警告、罚款处罚后，没有对他采取行政拘留。
昨日上午，记者在北湖派出所问讯室见到了农某，只见其双腿浮肿，有多处淤伤。今年38岁的农某是西乡塘区皂村人，从2003年开始吸食毒品海洛因并成瘾。2007年夏，农某在吸毒落网时被查出患有艾滋病，一直进行治疗，其间仍不间断吸食毒品。
就在3个月前，农某的病情出现恶化症状。但贫病交加的他不是悬崖勒马戒掉毒瘾，而是更加借助毒品来麻醉自己。事发当晚，农某为筹毒资来到北湖机电市场盗窃，刚出手就被抓。身无分文的他连50元罚款也拿不出，是民警自掏腰包帮他把这钱交了。
据了解，南宁市部署开展禁毒严打整治行动以来，北湖派出所在半个月内共抓获了37名吸毒人员，排查出有3人患有艾滋病。除农某外，还有林某、李某，3人均为南宁市人。由于3人是艾滋病患者的特殊身份，昨日都被免予行政拘留处罚，只能对他们作出监视居住、社区戒毒的处理。
北湖派出所负责禁毒工作的廖伯核副所长介绍，在公安机关抓获的一些吸毒人员中，不时发现有艾滋等传染性疾病，这就给他们出了难题。因为有规定患传染性疾病吸毒人员不能与普通吸毒人员关押在一起戒毒，目前也没有专门场所对他们收容，警方迫于无奈，只好对他们进行所外戒毒。
据介绍，目前对患艾滋病吸毒人员的处置问题日益突出。由于法律相对不健全及关押场所的限制，致使其中部分人员利用自身特殊情况作掩护逃避公安机关打击，为了筹集毒资，肆无忌惮地从事贩毒、卖淫、抢劫、盗窃等违法犯罪活动，给公共安全带来严重隐患。 (黄家志)
