全球艾滋病援助资金出现下滑

本报纽约8月16日电(记者卞晨光)联合国艾滋病规划署今天发布的一份研究分析报告说,由于美国的捐助款大幅减少,发达国家在2010年为帮助中低收入国家应对艾滋病而提供的资金数额整体下滑了10%。报告就此呼吁国际社会的捐助方切实兑现援助承诺,避免抗击艾滋病的关键行动和措施受到影响和制约。
联合国的这份报告是由艾滋病规划署与凯撒家庭基金会共同完成的,报告显示,接受调研的15个主要捐助国在2010年总共为中低收入国家捐助了69亿美元的资金,支持这些发展中国家开展艾滋病的预防、治疗、护理及配套设施建设等相关行动,这一数字与2009年相比减少了7.4亿美元。报告强调,如果按照本国货币计算,澳大利亚、德国、荷兰、挪威、西班牙、瑞典和美国7个主要捐助国的艾滋病援助捐款在去年均出现了下降。尽管丹麦小幅提升了用于抗击艾滋病的捐款额度,但由于受到汇率波动的影响,其实际捐献出来的资金仍低于2009年的水平。
根据研究报告的统计,美国是目前世界上最大的艾滋病防治资金捐助国,其2009年和2010年由政府批准的相关援助资金均达到55亿美元左右,相当于全球捐助总额的54%。然而,由于美国国会出台了新的援助资金支付规定,其实际的放款数额从2009年的44亿美元下降到了2010年的37亿美元,剩余部分可能将推迟到下一个财政年度再发放。
联合国艾滋病规划署表示,在今年6月举行的联大艾滋病问题高级别会议上,各国政府曾承诺推动全球抗击艾滋病行动并填补资金缺口,到2015年时将每年为中低收入国家投入的艾滋病防治资金提高到220亿至240亿美元。鉴于目前承诺资金与实际需求之间仍存在着巨大的差距,各国应切实采取行动,如期兑现所承诺的发展援助资金。
