失业率统计方法研究

    内容提要：失业率是四大宏观经济调控指标之一，党和政府历来关注失业率数据。目前调查方法落后，失业统计内涵不准、外延过窄，指标体系内容单一。要增加调查主体，要建立常住人口与非常住人口失业统计指标、增添不充分就业统计项目、开展针对特殊人群的失业统计。

Abstract：The unemployment rate, concerned by the Communist Party of China (CPC) and the government, is one of the four macro-economic control indexes. At present, the investigation method is out of date; the connotation of unemployment statistics is not exact; the extension is too narrow and the content of index system is single.It is necessary to increase the investigation subject, establish resident population and non-resident population unemployment statistics, and add incomplete employment statistics to conduct a survey of unemployment statistics for special populations.

At present, the methods of investigation are lagging behind, the connotation of unemployment statistics is not clear, the extension is narrow and the content of the indicator system is single. We should increase the subjects of investigation, establish unemployment statistical indicators of resident and non- resident population, increase statistical items for inadequate employment, and carry out unemployment statistics for the special population.

    内容提要：本文在国内首次采用经济指数法，从发展条件、发展过程、发展结果三个方面构建出区域经济综合实力综合评价指标体系。运用功效系数法，根据该指标体系的数据及计算结果，得出邵阳市在各市州的经济综合实力排位情况。指出潜在动能、提出决策建议。

    Abstract: This paper adopts the Economic Index Method for the first time in China,and constructs a comprehensive evaluation index system of regional economic strength from three aspects:the conditions,the process and the outcome of economic development. Using the Efficacy Coefficient Method, this paper calculates the results of the index system  makes out the economic strength ranking between Shaoyang City and other cities in Hunan province, and then, points out potential kinetic energy of economic development and offers suggestions of decision-making.
