新冠疫情在上海继续传播，政府采取了浦东和浦西分段封控措施。在封控期间，政府保持了物资供应，按户供应蔬菜和香肠、挂面、肉、榨菜等，属于免费供应。
中国上海财政实力在所有地方政府中是实力最强的。向上海市民供应物资保证了封控期间群众生活。2500万人口（统计数字说是2400万人口，还是按2500万计算比较方便），这种免费供应是一笔不菲的财政开支。
封控期间有个别极端现象发生，属于事实。比如个别居民在小区抛洒人民币，事后查明该群众有精神方面疾病；比如各小区核酸检测排队中，居民因为排队每天都有吵架；比如浦东个别小区居民出手打人，对志愿者进行人身攻击，迫使志愿者撤离小区不进行服务等等。这些都是存在的，不存在是不可能的。但总体是不错的。总体还是有素质的。
美国一些州在疫情期间，直接向居民户发放美元，每月发放1100美元到1500美元不等，但美国物价近几个月疯涨，比如汽车加油，本来加满一箱37汽油美元油价现在差不多70美元了。就财政和国力来说，美国比中国强大。中国上海政府免费给居民提供菜肉等，用集群采购计算估算，差不多30美元左右（人民币200块钱上下），从中国发展历史来说，非常不错了，中国过去历史上，没有这样的财政实力。
我夫人因为疫情封闭小区，除了工作单位基本工作之外，她以人民警察身份在小区帮助居委会做着相关宣传、组织等工作。现在上海防疫确实总体组织不错。我在全球各国应当如实宣传真实中国，特别对一带一路沿线国家更应重点宣传中国之进步和实际。（完）
