人的素质与制度是一个互动的关系。一方面，高素质的人，制度运行效果更好；另一方面，好的制度也有利于建设高素质的人。
但人的素质与制度的互动运行均衡有一个秩序临界点。若社会竞争无秩序超过临界点，让社会竞争陷入逆淘汰，高素质的人必然会越来越少，低素质的人必然会越来越多，同时，还会导致制度选择越来越困难，制度有趋于恶的可能。这时，人的素质与制度的互动陷入低水平均衡陷阱，二者的互动都让对方向恶的方向发展。
若社会竞争无秩序没有超过临界点，社会竞争没有陷入逆淘汰困境，则高素质的人必然越来越多，低素质的人必然越来越少，同时，还会导致制度选择越来越趋于善。这时，人的素质与制度的互动进入高水平均衡状态，二者的互动都让对方趋于善的境界。
这个秩序的临界点的标志是：社会是否是逆淘汰。具体如何界定，按照黄金分割点原理，若社会竞争，至少能让62%以上的人满意竞争秩序，感受到社会竞争是公平的，说明社会还没有进入逆淘汰状态。
