青海省妇联研究妇女防治艾滋病宣传教育工作

　　为进一步建立妇联系统防治艾滋病工作长效机制，实现防治艾滋病工作的可持续性发展。11月17日，青海省妇联召开了《青海省妇联遏制与防治艾滋病实施计划（2007年——2010年）》修订完善会议及《青海省妇联艾滋病防治宣传教育工作指导方案》制定会议。

　　2007年，省妇联以中英艾滋病策略支持项目在青海省启动实施为契机，在调研的基础上制定了《实施计划》。《实施计划》实施以来，各级妇联把预防与控制艾滋病工作作为妇联服务大局、维护稳定、促进和谐的重要内容来抓，从自身的职能出发，积极配合政府有关部门，把广泛宣传、预防感染作为妇联参与艾滋病防治工作的重头戏，组织召开部门内部艾滋病预防动员与形势分析会、培训班，开展“预防艾滋病、健康全家人” 等一系列主题宣传活动，大力普及艾滋病防治知识，不断提高妇女对艾滋病的知晓率和防范意识，并逐步实现了《艾滋病防治条例》、《青海省遏制与防治艾滋病实施计划（2006-2010年）》）和《青海省妇联遏制与防治艾滋病实施计划（2007年—2010年）》确定的艾滋病防治目标，妇女防艾工作实现了“三个转变”，即：由提高妇女防范艾滋病的意识向提高妇女防治艾滋病能力的转变；由单一的宣传教育向以妇女为本，维护妇女权益、促进妇女发展的转变；由传统的群团化运作向纳入政府计划、协同各界，实施项目化管理的转变。但在实践中也存在计划与实际工作结合不够紧密，可操作性不强，宣传教育工作进展不平衡、不够深广等问题。

　　省妇联副主席谢琼就各级妇联近年来防艾工作情况进行全面总结，并对今后一个时期妇联系统开展妇女艾滋病防治工作作出部署。会议对国际、国内及青海省艾滋病基本知识、疫情、流行形势、防治现状等进行了形势分析，进一步增强了做好妇女防艾工作的责任感。省健康教育所专家对多年来妇联组织开展防艾宣传教育工作，促进妇女健康权益进行经验总结，并对宣传教育重点进行指导。
