中广网北京11月26日消息（记者刘天思）为加大艾滋病防治力度，体现政府对艾滋病感染者的关怀，卫生部、国家中医药管理局和财政部从2004年开始，联合实施了中医药治疗艾滋病试点项目，目前试点项目已由2004年最初的5个省扩大到了17个省（区、市），先后进入项目的省份包括河北、安徽、河南、湖北、广东、北京、江西、湖南、广西、云南、陕西、吉林、黑龙江、四川、重庆、甘肃和新疆。截至目前，中央财政先后共计投入约1.6亿元，主要用于中药费、临床检测、人员培训、基地建设和管理等，为近万名艾滋病患者和感染者提供了免费中医药治疗。据统计，截至2009年6月正在接受治疗的有5972人，其中一直坚持治疗48个月的患者和感染者有1570人。

实践证明，规范的中医药治疗对艾滋病有确切的疗效，可明显改善艾滋病病人发热、咳嗽、乏力、腹泻、气短、皮疹、粘膜溃疡等临床症状，提高和稳定艾滋病病人免疫功能，提高病人生活质量，减轻抗病毒药物的毒副作用。临床数据分析结果也提示：中医药治疗对发热、咳嗽、乏力、纳呆、腹泻等主要症状改善明显，患者症状、体征积分变化较大。其中，以改善乏力、增加体重最为突出。此外，通过这几年的观察，发现患者CD4淋巴细胞变化呈稳定和逐渐上升的态势。

同时，通过试点项目的实施和中医药治疗艾滋病工作的深入开展，贯彻落实了国家“四免一关怀”的政策，中医药治疗艾滋病的社会影响不断扩大，引起了国内外的关注，也丰富了艾滋病的治疗手段，为艾滋病的治疗探索了一条有中国特色的治疗途径。

为保证试点项目的顺利实施，国家中医药管理局和地方中医药管理部门开展了许多工作。

一是建立领导机制，健全管理制度。国家中医药管理局成立了中医药防治艾滋病工作领导小组，项目省成立了卫生厅局主要领导担任组长的领导小组。在项目管理上，制定了《中医中药治疗艾滋病试点项目管理方案》等管理文件，明确了项目目标、实施内容和组织管理要求。各地根据本地实际，制定了项目实施细则和配套工作制度，从项目定位、病人选择、工作流程、人员职责、技术培训、药品管理、经费管理等方面进一步细化，做出明确规定，并及时总结，不断完善各项管理制度，建立了符合中医药防治艾滋病工作特点和需要的组织管理体系。

二是完善技术方案，注重资料积累。国家中医药管理局在中医药治疗艾滋病试点项目实施之初，即组织专家制定了临床技术方案。此后，根据临床实践不断进行完善。在项目实施过程中，注重临床资料的积累，目前已有较为完整的病历9000多份，并实现了资料的数据化，为相关科研的开展提供了丰富的临床资料。

三是建立救治体系，探索救治模式。国家中医药管理局在中国中医科学院建立了艾滋病中医药防治中心，在项目省开展了治疗基地和治疗点建设。各项目省建立了以省级机构为技术支撑、以县级中医医院为主要依托、以病人集中的乡村卫生室或城市定点医院为诊疗现场、各级医务人员共同参与的临床救治体系，并针对不同感染途径的艾滋病患者特点，结合当地社会经济状况，探索出了几种行之有效的诊疗和管理模式。

四是加强人员培训，做好基层发动。加强临床技术人员队伍的建设，为项目省培训骨干人员近千人，各项目省份培训近万人次。通过技术培训和临床实践，培养和锻炼了一支水平不断提高的中医药治疗艾滋病技术队伍。充分发挥各级医务人员的作用。成立了国家级和省、市级专家组，并组织专家定期巡诊、会诊，指导基层工作，保证了中医药治疗艾滋病临床技术方案的规范实施，提高了对艾滋病人的辨证论治水平。充分调动县级医疗机构中医药人员和乡村医生的积极性，发挥其贴近群众，熟悉情况，服务方便的优势，为艾滋病患者提供及时便捷的中医药服务。

国家中医药管理局表示将继续充分发挥中医药的特色和优势，继续扩大救治规模，强化临床与科研的结合，加强与其他部门的配合和谐调，组织实施好科研专项。

　　国际在线消息（记者卫宁）：中国国家中医药管理局官员许志仁先生26日在北京表示，中医药治疗艾滋病试点项目已经由最初的5个省份，扩大到河南、广东、北京、云南等17个省区。实践证明，中医药治疗可明显改善艾滋病病人发热、咳嗽等临床症状，提高和稳定艾滋病病人的免疫功能。

　　许志仁说，自2004年中国开展中医药治疗艾滋病试点项目以来，已有9200多名艾滋病患者和感染者免费接受了中医药治疗，另有近6000名艾滋病患者和感染者正在接受中医药治疗。中央财政为此已累计投入1.6亿元人民币，用于试点项目的建设管理、中药费、临床检测及人员培训等。

　　据介绍，与西医抗病毒治疗法不同的是，中医治疗艾滋病则着眼于保护和提高人体免疫功能，缓解症状，实现患者的长期带毒生存，具有毒副作用小的优势。许志仁表示，中国将继续发挥中医药的特色和优势，扩大救治规模、强化临床科研，为艾滋病患者提供及时便捷的中医药服务。

　　截至今年10月底，中国累计报告艾滋病感染者和病人近32万例，死亡近5万例。特定人群和部分重点地区已出现艾滋病高流行态势，疫情正在从高危人群向一般人群扩散。
