艾滋病病毒
国际在线报道(记者 朱曼君):第五届国际艾滋病协会艾滋病发病机理及防治大会19日晚在南非立法首都开普敦开幕。会议将主要围绕如何加快最新“抗艾”科研成果应用并使之向中低收入国家倾斜等议题展开讨论。不少与会者表示,目前他们最为担心的是受全球金融危机影响,西方国家纷纷减少治疗和预防艾滋病的投入,这可能给全球抗艾活动带来“灾难性”后果。
来自世界各地的5000多名研究人员、相关从业人员以及抗艾机构负责人将参加本次为期4天的会议。大会主席、国际艾滋病协会主席蒙塔内尔在会议开幕式上表示,全球抗击艾滋病的活动“正处在一个不进则退的关键时刻”,目前存在“人体免疫性缺损病毒”(HIV)大爆发的“真实威胁”。蒙塔内尔表示,目前在低收入国家有近400万艾滋病患者无法接受任何治疗,同时还有600万HIV携带者,这些病毒携带者没有接受过任何形式的检测,随时可能继续传播病毒。
国际艾滋病协会会前散发的一份新闻简报说,受全球金融危机影响,不少国家减少或取消了早先做出的增加抗艾投入的承诺,这使得全球抗艾形势空前严峻。无国界医生组织也在会议召开前18日发出警告说,减少抗艾投入的后果将是“灾难性的”。该组织表示由于严重缺乏资金,已被证明有效的艾滋病抗逆转录病毒治疗在很多国家无法开展,而在已开展了此项治疗的乌干达、刚果(金)、津巴布韦、几内亚、南非和马拉维等非洲6国,最近几周该组织已无力接受新病人并为其提供治疗药物,在一些国家,他们甚至不得不停止向已经接受治疗病人的供药。
早在上个月,联合国就在一份报告中要求各国政府不要以金融危机为借口减少抗艾投入,报告指出,目前全球抗艾投入严重不足,每五个HIV感染者中仅有两人能接受相关治疗。高危人群疾病预防项目的减少,将会增加新感染人口的数量和未来需要治疗的人口数量,这也将使得未来抗艾成本大大增加。
全球防治艾滋病、结核病和疟疾基金会自2002年成立以来为全球140多个国家提供了1560亿的抗艾资金。目前,该组织每年筹集到的抗艾基金已占到全球抗艾总投入的四分之一。不过,据无国界医生组织发言人菲利普女士表示,今年受金融危机影响,基金会至少有30至40亿美元的捐助承诺没有到位。
菲利普表示,由美国前总统布什建立的“总统抗艾紧急计划”已经3年期满,尽管新总统奥巴马在竞选期间曾承诺就任后每年将向该计划新增注资10亿美元,但目前这一承诺迟迟没有兑现。
国际艾滋病协会在呼吁国际社会增加对中低收入国家抗艾援助的同时,也呼吁这些国家政府加强对抗艾工作的重视,提高自身的抗艾能力和并增加政府投入。
据了解,南部非洲国家是世界上艾滋病发病率最高的地区,全球3300万HIV携带者中的三分之二生活在这一地区,同时四分之三的艾滋病死亡病例也来自这一地区。会议主办国南非是全球艾滋病病例最多的国家,全国4600万人口中有520万人是HIV携带者。南非副总统莫特兰蒂出席了会议开幕式并向代表致欢迎词。会议联合主席、南非一家民间抗艾机构负责人库瓦迪亚表示,抗艾工作是南非后种族隔离时代一件具有历史性意义的大事,对南非人的政治、社会、经济生活具有举足轻重的影响。他呼吁非洲各国政府继续加大抗艾投入,建立起完善的医疗体系,以减少非洲大陆的艾滋病死亡病例。
