国务院防治艾滋病工作委员会副主任、卫生部部长陈竺做专题宣讲

　　天山网讯（记者周曼 张新军摄影报道）11月15日上午，自治区召开艾滋病防治政策宣讲电视电话会议，国务院防治艾滋病工作委员会副主任、卫生部部长陈竺做专题宣讲。

　　自治区副主席铁力瓦尔迪 阿不都热西提主持会议，自治区人大常委会副主任乔吉甫，自治区政协副主席柯丽，新疆生产建设兵团党委常委、副司令员宋建业出席会议。

　　陈竺在会议上指出，做好艾滋病防治工作，关系到科学发展观的贯彻落实，关系到民族生存发展，关系到人民群众身体健康，关系到构建社会主义和谐社会，是一项重大的民生工程、民心工程。他详细分析了全球和中国的艾滋病疫情流行现状以及艾滋病流行对健康的危害和社会经济的影响，提出艾滋病防治面临的挑战和对策，并对下一阶段新疆艾滋病防治工作提出几点要求。

　　陈竺在谈到新疆艾滋病疫情的严峻形式时表示，新疆艾滋病感染者和病人数量多、重点地区高危人群广泛流行、吸毒途径与性传播并存成为主要传播途径、疫情开始向一般人群扩散。他提出，新疆艾滋病防治工作中，专项防治法规出台，政策落实仍需加强；防控机制基本建立，部门作用有待发挥；防治工作顺利开展，覆盖面和质量有待提高；防治能力有所提高，队伍建设急需加强。

　　他强调要充分认识到新疆防治工作的艰巨性、长期性、特殊性和复杂性；全面落实各级政府责任制，加强多部门合作，动员和引导社会力量积极参与防治工作；加大防治投入，整合防治资源，提高基层防治能力；全面落实艾滋病综合防治措施，扩大有效措施覆盖面；加大重点地区防治工作力度；做好艾滋病、结核病合并感染的防治工作；探索建立民族地区、重点地区艾滋病防治工作的新模式。

　　据介绍，全国艾滋病总体呈低流行态势，截至2010年9月底，全国累计报告艾滋病病毒感染者和艾滋病病人36.6万余例，其中病人13万余例，累计报告死亡6万余例。虽然近年来艾滋病疫情上升幅度逐步减缓，但是重点地区疫情严重，性传播持续成为主要传播途径，同性传播上升速度明显。截至2009年9月底，新疆累计报告感染者和病人32532例，位居全国第五，其中病人5651例。新报告感染者居全国第四位。
