　　人民网潍坊12月17日电 为进一步加大防治艾滋病宣传教育工作力度，2010年12月12日，潍坊市公安局滨海经济技术开发区分局参加了由潍坊市疾病预防控制中心性病与艾滋病防制科科长王桂爱进行的艾滋病防治知识培训讲座，滨海公安分局组织全体民警和工作人员200余人参加了培训。

　　王桂爱科长利用多组数据和案例，就预防艾滋病和常见流行病等内容做了细致、系统的讲解，并以《公安民警艾滋病职业暴露及正确防护》为题，详细介绍了艾滋病传播途径，艾滋病病毒职业暴露及暴露后的处理措施等方面的知识。

　　艾滋病是一种对社会和经济影响巨大，目前尚无有效治愈办法和免疫手段、病死率极高的恶性传染病，它在全世界的广泛流行已成为严重的公共卫生问题和社会问题，并受到世界各国的高度重视。我国艾滋病疫情正处于由高危人群向普通人群大面积扩散的临界点，防治工作处于关键时期。如果抓住这个关键时期，采取有效措施，切实加强防治工作，完全可以遏制艾滋病的传播和流行；如果防治不力或任其发展，失去这个稍纵既失的时机，后果十分严重。

　　目前，全区虽然没有本地的艾滋病病毒感染者和病人，但随着滨海新城的快速发展，外来人口增多，人口流动程度较大，使得公安一线执法民警日常工作面临巨大考验。今年7月份，有三名四川籍犯罪分子来我区作案，被滨海公安分局大家洼派出所抓获，经过进行艾滋病病毒抗体检测，此三人全是艾滋病病毒感染者。抓捕过程中，有多名公安干警发生暴露；当三名小偷被送到医院就行伤口包扎时，又有三名医护人员发生暴露。由于对艾滋病防治知识的匮乏，让我们的同志在工作时把自身置身于危险之地，发生暴露后又手足无措，不知道如何处置。为加强公安、卫生系统工作人员艾滋病职业暴露防护知识，有效处置突发事件，维护人员安全，疾控中心组织举办了全区艾公安系统、卫生系统滋病防治知识培训班。

　　通过培训，使全体民警和工作人员进一步认识到了艾滋病的危害，提高了公安民警正确处置艾滋病执法职业暴露的防护意识，有效预防和控制艾滋病的传播与蔓延，增强了防治艾滋病工作的使命感和紧迫感，为今后处置艾滋病等突发事件奠定了良好防范基础。（袁方）

　　截至今年11月底我省累计报告艾滋病病毒感染者和病人1164例

　　每日甘肃网-兰州晨报讯(记者武永明)“截至今年11月底，全省累计报告艾滋病病毒感染者和病人1164例，其中艾滋病病人372例，死亡182例，分布于全省14个(市)州80个县(市区)，仅今年1月至11月就新增艾滋病病毒感染者和病人236例，我省存活的艾滋病病毒感染者和病人估计在4000人以上。从全国范围来看，我省艾滋病虽然呈低流行状态，但形势仍然严峻。”在12月17日召开的甘肃省防治艾滋病工作委员会全体会议上，省防艾办副主任、省卫生厅副巡视员曹义武通报说。

　　从传播看 性传播仍是主要途径

　　据介绍，我省自1993年发现首例艾滋病病人以来，艾滋病病毒感染者报告人数呈现逐年增长势态，全省仅有6个县(区、市)无疫情报告。截至今年11月底，全省累计报告的1164例艾滋病病毒感染者和病人中，传播途径中性途径传播占39.26%,血液途径传播占36.86%，其他占23.88%。近两年来，性传播已成为主要传播途径，艾滋病已由高危人群向一般人群扩散。截至今年11月底，全省累计治疗艾滋病病人238人，其中正在接受治疗183人。

　　从速度看 1个月全省新增20例

　　据省卫生厅10月30日发布的数据显示：今年1月至10月，全省共发现艾滋病病毒感染者216例，而到了11月底，新增艾滋病病毒感染者和病人已达236例。这就是说，11月全省增加了20例艾滋病感染者和病人。

　　从分布看 兰州依然是“重灾区”

　　根据全省艾滋病病毒感染者地区分布看，截至今年11月底，兰州453例，天水186例，临夏116例，平凉60例，定西55例，酒泉51例，白银46例，陇南44例，武威36例，庆阳34例，张掖25例，金昌23例，嘉峪关15例，甘南10例，不详10例。

　　从年龄看 中青年占八成以上

　　据统计，截至今年10月底，感染人数列前三位的依次是兰州447例，天水183例，临夏州116例；尤其是20-49岁的中青年艾滋病病毒感染者和艾滋病病人分别占到总报告数的86.80%和84.25%。

    防治情况 美沙酮门诊明年达29个

　　我省从2005年开始启动社区美沙酮维持治疗工作，截至今年11月底，全省共建立26个美沙酮门诊。争取到2011年底，我省美沙酮门诊达到29个，并进一步规范采供血行为和临床输血工作管理，控制艾滋病经血液传播。

　　我省目前已建立覆盖暗娼、男男同性恋、吸毒人群、孕产妇、流动人群、性病门诊就诊者的艾滋病监测哨点44个。2010年，全省县级以上医疗机构均建立了艾滋病咨询检测点，并在全省各乡(镇)中心卫生院建立艾滋病咨询点。
