浙江试点艾滋病防治卫生监管

浙江在线健康网12月27日讯 （通讯员 俞欣 高旦萍）2007年，浙江省在绍兴市(市本级)、湖州市(市本级)、义乌市、平阳县、北仑区、黄岩区、衢江区7个市、县(市、区)开展艾滋病防治综合卫生监管试点工作。三年来，试点地区各类场所从业(服务)人员数53302人，其中持有有效健康证明的人数为43746人，持证率82.07%；参加艾滋病防治知识培训48162人，培训率为90.36%。
艾滋病防治综合卫生监管主要是在宾馆、饭店、营业性歌舞娱乐场所、按摩场所、桑拿浴室和内设包间的美容美发等四类艾滋病防治高危公共场所放置安全套或安装安全套自动售套机(取套箱)，提高安全套的可获得性。加强对公共场所经营者落实服务人员艾滋病防治知识培训和宣传教育监督检查，并根据高危人群的服务工作时间的特点，加强对服务人员健康证明的查验和监督，建立其健康档案。加强医疗卫生机构艾滋病防治工作的监督检查，依法落实艾滋病防治措施。
各试点单位共选择1735家宾馆、饭店(含住宿)、招待所、洗浴、桑拿、按摩中心等重点公共场所，作为艾滋病防治措施的主要落实单位。该省要求公共场所放置安全套主要有安全套进客房、安装售套机或在总台放置安全套三种形式。一些试点地区还引入市场机制，由公司安装自动售套机，且负责定期补充安全套和维护售套机。目前，重点公共场所安全套放置率达到了100%。
试点地区进一步规范了场所服务人员健康体检管理、艾滋病知识培训，落实公共场所经营业主的艾滋病防治职责。在1735家重点公共场所中，建立高危公共场所艾滋病防治卫生管理台帐的有1316家，占75.85%。1643家场所张贴艾滋病防治标识语或摆放宣传资料，占94.70%。不少试点地区将艾滋病防治工具(安全套和宣传资料放置)的放置列入行政许可的前置条件，更加有效地落实了《艾滋病防治条例》。
试点地区各卫生监督机构积极开展医疗机构传染病防治卫生监督执法检查，督促医疗卫生机构建立传染病报告制度，配备专(兼)职传染病报告管理人员，及时报告艾滋病疫情相关信息。

The 1735 pilot units were selected hotels, restaurants (including accommodation), guest houses, bath, sauna, massage center and other key public places, as the main implementation of AIDS prevention unit. The province requires public places condoms are condoms placed into the rooms, the installation kit for sale or placement of condoms in the total units in three forms. Some pilot areas have also introduced the market mechanism, set by the companies to install vending machines, and is responsible for sales and maintenance of regularly updated set of condom machine. Currently, the focus placed condoms in public places reached 100%.

Key public places in 1735, the establishment of high-risk AIDS public health management accounting in 1316, accounting for 75.85%.
