广西防艾攻坚工程稳扎稳打 推进10项专项工程

为了坚决遏制艾滋病在我区的流行势头，2010年3月，自治区党委、政府制定下发了《关于切实加强艾滋病防治工作的决定》和《防治艾滋病攻坚工程实施方案》，决定实施为期5年的防治艾滋病攻坚工程，通过推进10项专项工程，打一场防治艾滋病的人民战争。
今年6月25日，防艾攻坚工程正式启动。
加大经费投入。今年以来，国家加大对我区艾滋病防治的投入，2009年中央补助经费9607万元，2010年增加到2亿多元。我区还获得了国家发改委支持资金5546万元，主要用于“艾滋病关怀体系”建设和艾滋病治疗设备、实验室设备的配备。从2011年开始，自治区本级财政也将加大对艾滋病防治经费的投入，艾滋病防治专项经费将从每年1000万元增加到5000万元，达到全区人均1元的标准。
增强宣传教育。结合防艾攻坚工程，我区各级各部门也开始启动贯彻落实自治区《关于切实加强艾滋病防治工作的决定》和《防治艾滋病攻坚工程实施方案》等政策的宣讲活动。自治区教育厅印发了《关于进一步加强我区学校预防艾滋病健康教育工作的通知》，部署学校预防艾滋病健康教育工作，将艾滋病预防知识写入初中教材，并组织大学生开展了预防艾滋病的知识竞赛活动。自治区人口计生委制定了，《预防艾滋病推广使用安全套工程实施计划》，全面实施预防艾滋病推广使用安全套工程。自治区妇联组织开展中国温暖“12·1”、妇女“一对一，面对面”防艾宣教活动。全区其他各部门也都结合自身工作特点，认真履行职责，积极组织实施防治艾滋病攻坚工程。
实施综合干预措施。随着防艾攻坚工程的启动，全区艾滋病综合防治工作也在有序推进。目前，覆盖全区所有市县的艾滋病监测检测网络已初步建立，各级医疗卫生机构艾滋病咨询检测能力有了很大提升，乡镇卫生院均可开展艾滋病抗体快速检测。2010年1-10月，全区艾滋病抗体检测数达396万人次，67个美沙酮社区维持治疗门诊累计治疗2.2819万人，娱乐场所妇女干预覆盖率71.3%，14个市的男男性行为人群干预覆盖率51.1%。
预防艾滋病母婴传播工作也已覆盖全区。今年1-9月，已为33.6万多名孕产妇提供艾滋病检测，检测率达92.49%，HIV感染孕产妇的抗病毒药物应用率也从去年的68.97%提高到69.9%，所生婴儿抗病毒药物应用率从71.93%提高到84.9%，有效阻断了HIV母婴传播。
截至2010年10月，全区共有45家医疗机构开展国家免费抗病毒治疗，16910例艾滋病病毒感染者和病人接受了免费抗病毒治疗。

PMTCT work has covered the region. January to September this year, has more than 336,000 pregnant women to provide HIV testing, detection rate of 92.49%, HIV infected pregnant women application rate of antiviral 68.97% increase from last year to 69.9%, infants born to anti-virus Drug application rate increased from 71.93% to 84.9%, effectively blocking the HIV mother to child transmission.
As of October 2010, there were altogether 45 medical institutions in the national free antiretroviral treatment, 16,910 cases of HIV infection and patients receiving free antiretroviral treatment.
