张基建：加强艾滋病监测网络建设 为感染者提供免费监测管理

近年来，全社会对医疗卫生的关注度、敏感度、期望值空前提高，大力发展医疗卫生事业已成为改善民计民生的重要内容，为推进医疗卫生事业改革发展，反映天津医疗卫生事业所取得的成果，人民网天津视窗联合天津市卫生局推出“区县卫生局系列访谈”。近日，天津市东丽区卫生局局长张基建做客人民网天津视窗，就东丽区社区卫生服务建设、玉树地震灾区部分学生来津就学健康保障、艾滋病综合防治等工作进行了介绍。
人民网·天津视窗12月29日电：2009年，天津市东丽区被卫生部确定为第二轮全国艾滋病综合防治示范区。对此，张基建表示，东丽区旨在通过示范区的创建工作，更好的落实国家各项艾滋病防治政策措施，探索解决防治工作中出现的新问题，减少新发感染，降低艾滋病病死率，提高感染者和病人的生存质量，降低疾病对个人健康和对社会经济发展危害。
张基建介绍，为进一步推进全国艾滋病综合防治示范区创建工作，确保各项任务的全面落实，东丽区主要从四个方面展开工作：
一是完善“政府主导、多部门合作、全社会参与”工作机制。成立以主管区长为组长、相关部门领导为成员的领导小组，定期召开工作会议，研究工作、通报和反馈工作信息；
二是加强监测网络建设。建立了四家自愿咨询检测室和艾滋病初筛实验室，每年为500余名咨询者提供咨询检测；
三是建立和完善艾滋病防治健康教育与宣传体系。形成了专业机构指导与牵头，区宣传部、区妇联、区教育局、公安东丽分局、东丽区流动办等单位共同参与的艾滋病防治宣传体系，加大对育龄妇女、学生、羁押人员、流动人口等人群的宣传干预工作；
四是实施国家“四免一关怀”政策。累计为20余名病人实施了免费治疗，和10余名感染者免费监测管理。对生活困难的感染者实施救助，积极为感染者创造劳动机会。
“东丽区艾滋病综合防治各项工作通过各部门的积极努力，上下联动，大胆探索，整体防治工作取得了较好成绩，有效地控制了疫情，维护了社会稳定，保护了百姓身体健康。”张基建说。
