防治艾滋病——一场没有硝烟的战争(环球走笔)

南非正在经历一场没有硝烟的战争——防治艾滋病。用南非总统祖马的话说,在这场战争中,南非必须动用一切资源、尽一切努力争取胜利,以保证人民的健康、国家的繁荣。
南非是一个深受艾滋病折磨的国家。根据南非国家统计局的数据,过去10年,南非艾滋病病毒携带者人数逐年增加,目前达到524万,占总人口的10.5%;今年预计因艾滋病死亡人数会达到全国总死亡人数的43%。南非目前的人均寿命比16年前结束种族隔离制度时要减少几年,很大程度上是由于艾滋病的影响。目前,南非每年用于艾滋病防治的费用高达近10亿美元。
在南非全国,共有近200万艾滋病致孤儿童。在东开普省南非前总统曼德拉长大的地方曲努镇,一家收留艾滋病致孤儿童的孤儿院中,一年半的时间内孤儿人数就翻了一番,达到800多人。曲努镇是一个美丽的地方,绿色的山峦环绕着村庄。但据南非媒体报道,当地几乎每个院落内都有一个或多个墓碑,其中很多人去世时年龄仅在20岁至40岁之间。在曲努镇的诊所内,平均每个月新检测出18名艾滋病病毒携带者。
艾滋病在曲努镇这样的南非农村地区种下了恐惧和绝望的种子,住在破旧泥砖房中的人们只有尽量把恐惧和绝望藏在心底。一些艾滋病患者从大城市返回家中,静静等待着生命走向终点。一些人去世后,家人对他们死亡的真正原因闭口不谈。医护人员说,有的人因害怕死亡而不敢去做艾滋病检测。艾滋病在这些地区仍是一个忌讳,这让病人及他们的家人始终无法勇敢地面对。
长期以来,社会异样的眼光让艾滋病患者和病毒感染者背负着沉重的压力。沉默和刻意的回避又导致更多无辜的人们被感染,危害更多的生命。事实上,艾滋病不仅仅是对个人健康的威胁,也是对整个社会健康发展的威胁。南非15至49岁的主要劳动人群中,目前的感染率超过了17%,其中女性的感染率甚至接近20%。这不但给南非带来了沉重的经济负担,也影响到社会的正常运行。
预防艾滋病需要正视疾病,既为自己的生命负责,也为身边人的生命负责。在南非,一位老人曾做出表率,他就是曼德拉。2005年1月,他的儿子马克贾托因艾滋病死亡,医院一开始并未透露他的死因。但数小时后,时年86岁的曼德拉亲自公开了儿子的死因,并说:“我们不能逃避事实,惟有这样,艾滋病才能被当成一种普通疾病。”正是在曼德拉等许多人的努力下,大多数南非人正在对艾滋病形成新的认识。今年4月南非启动大规模艾滋病防治计划以来,上至总统下至普通百姓,已经有超过百万人主动接受了艾滋病检测,更多感染者开始得到及时治疗。
如今在曲努镇,一所中学已经开设了关于艾滋病的必修课。在行政首都比勒陀利亚的一些政府部门外,提醒人们关注艾滋病的红丝带标志挂在最显眼的位置。联合国艾滋病规划署说,由于南非近年来加大防治力度,该国艾滋病蔓延情况有可能在最近一两年出现拐点。但对南非来说,现在决不是可以松口气的时候。
