[提要] 2009年11月，自治区传染病医院艾滋病救治中心,一位艾滋病病毒感染者在走廊活动。民政部门应当将符合救助条件的艾滋病病毒感染者和艾滋病病人及家属纳入政府救助范围，给予生活救助。

《新疆维吾尔自治区艾滋病防治条例》将于10月1日起实施。
9月29日，记者从新疆维吾尔自治区卫生厅获悉，可在县级以上卫生行政部门指定医疗机构、疾病预防控制机构、计生服务机构免费咨询和筛查检测艾滋病。检测范围从特定人群扩大到普通人群。
血站、医疗卫生机构等单位应对采集或使用的血液和血浆进行艾滋病检测，违反规定，造成他人感染艾滋病病毒的，将依法承担民事赔偿责任。
自治区卫生行政部门将根据实际建立紧急预防性药品储备点，为执行公务可能感染艾滋病病毒人员提供预防性用药。 医保可报相关费用
条例规定，参加基本医疗保险的艾滋病病毒感染者、艾滋病病人治疗和检查产生的费用，符合基本医疗保险范围的，可按政策规定予以支付。
同时，民政部门应当将符合救助条件的艾滋病病毒感染者和艾滋病病人及家属纳入政府救助范围，给予生活救助。
此外，县级以上政府应当向农村艾滋病病人和城镇经济困难的艾滋病病人免费提供抗艾滋病病毒药品；对经济困难的艾滋病病毒感染者、艾滋病病人适当减免抗机会性感染治疗药品费用等。 涉艾个人信息保密
条例规定，检测实行实名制。鼓励公民婚前进行艾滋病免费筛查检测,向孕产妇提供艾滋病免费筛查检测，并提供医学指导。
对艾滋病病毒感染者和艾滋病病人及家属的个人信息资料严格保密，未经患者或监护人同意不得公开。 宾馆无安全套罚款
自治区卫生厅有关负责人说，按照条例，宾馆等各类公共场所应摆放安全套或者设置安全套发售设施。
否则，由县级以上卫生行政部门责令限期改正，给予警告，可并处500元以上5000元以下罚款；逾期不改责令其停业整顿；情节严重的，将由原发证部门依法吊销其执业许可证件。（记者李晓玲）
