中新网2月16日电 国务院近日下发关于进一步加强艾滋病防治工作的通知。通知指出，中国目前艾滋病流行形势依然严峻，性传播已成为主要传播途径，男男性行为传播上升明显。
通知称，预防和控制艾滋病，关系人民群众身体健康和社会经济发展，关系国家安全和民族兴衰。党中央、国务院历来高度重视艾滋病防治工作。
近年来，各地区、各有关部门认真贯彻有关部署和要求，积极落实各项防控措施，“政府组织领导、有关部门各负其责、全社会共同参与”的防治格局基本形成，艾滋病疫情快速上升的势头有所减缓，病死率有所下降，感染者和病人的生活质量明显改善，社会歧视有所减少。
通知指出，中国目前艾滋病流行形势依然严峻，防治工作面临着一些新情况：部分地区和人群疫情已进入高流行状态，许多感染者和病人尚未发现；艾滋病传播方式更加隐蔽，性传播已成为主要传播途径，男男性行为传播上升明显；有易感染艾滋病病毒危险行为人群和流动人群防控工作难度加大；一些地方对防治艾滋病存在认识不高、政策落实不到位等问题，防治任务十分艰巨。
通知称，艾滋病流行与人的行为、社会环境等诸多因素密切相关，虽然目前世界上还没有治愈艾滋病的药物和预防疫苗，但国内外实践证明，艾滋病完全可以预防和控制。
通知要求，各地区、各有关部门要进一步提高对艾滋病防治工作重要性和艰巨性的认识，本着对人民群众健康高度负责的态度，有效遏制艾滋病流行蔓延。

Notice that the AIDS epidemic and human behavior, social environment, and many factors are closely related, although the world does not cure AIDS drugs and vaccine, but at home and abroad proved that can prevent and control AIDS.
