中广网北京3月12日消息（记者时晨）今天（12日）上午，全国政协委员就“两高”工作报告和各项决议草案进行分组讨论。在北京国际饭店文艺界委员的讨论中，北京人民艺术剧院副院长、全国政协委员濮存昕就法治社会建设谈了自己的见解。
他说，法治社会建设非常重要。如果宣传教育、文明建设、社会公德的普及做不好，那么法治社会建设压力就很大。据了解，很多人走向犯罪道路都是因为没有法制观念，没有文明基础。所以，作为文化、文艺界的人“需要用美，用审美，来养育人，使人能够文明，”“用美育来引领人、陶冶人，使人们更有文明、有道德，让司法减轻压力。”
他谈到，自己作为预防艾滋病宣传员，同时也非常关注打拐。因为社会需求，他一直在做努力。他今年提交的两个提案都是涉及法治法规建设的。
一是在打击拐卖儿童方面，国家的政策法规还有需要填补之处，以此来堵住犯罪经济链条。他建议建立打拐长效机制，保证人力和资金的到位。特别是在案件多发地区、农村地区，开展宣传教育很重要。很多老百姓根本不知道买孩子是犯法的，不知道这种交易对孩子来说是一部血泪史。他建议，在户籍登记中，非亲生儿的户口登记必须经过DNA血样检测，检测的结果能在国家血样库中查询。这就在非亲生儿户口登记环节上堵住了犯罪的可能，为犯罪增加难度。同时，很多孩子因为非法途径被买进老百姓的家，有了户口后就从此石沉大海。所以，他建议国家在人口普查的环节，对所有非亲生子女落户的家庭都进行血样检查，这样就能排查出被拐儿童，当然，这需要国家耗费非常大的人力物力，实施起来有难度。他说：“拐卖儿童仅仅次于杀人。”
第二，他谈到，艾滋病感染人群在社会上受歧视的根本原因，是因为隐私被公开后就会失去工作。我们国家在公务员录用体检标准里明确了艾滋病人属于不合格范畴，而这与国家促进就业法、国家艾滋病防治法相违背。他用了一个形象的例子来说明这个问题：“水果刀是可以削苹果的，不能因为水果刀也能成为犯罪工具而不准使用水果刀。”他谈到，自己作为艾滋病宣传员，必须尊重和公平对待艾滋病患者。一位艾滋病感染者曾经对他说：我不要关爱，要公平。他谈到，如果从国家层面上把公务员录用考试体检标准进行修改，接纳艾滋病感染人群，那么，预防艾滋病工作就会有新的局面。
