昆明市中盖艾滋病项目开始申报

本报讯 记者陈力报道 2011年云南省昆明市中盖艾滋病项目开始申报，疾控、医疗、妇幼保健、社区服务、相关高校、科研机构及社会组织（小组）均可向云南省昆明市中盖项目办申报。
云南省昆明市中盖艾滋病项目已于2008年7月正式启动。中盖艾滋病项目旨在减少中国选定城镇地区高危人群中的高危行为和新发感染数量，将有效的艾滋病预防策略推广到中国的其他地区，是国家艾滋病防治工作的组成部份和补充。
中盖艾滋病项目周期自2007年8月1日至2013年6月30日，项目总经费5000万美元，其中支持政府部门开展活动2000万美元，社会组织（小组）开展活动2000万美元，技术支持活动1000万美元。项目地区覆盖北京、上海、天津、重庆、哈尔滨、沈阳、西安、青岛、武汉、南京、杭州、昆明、长沙、广州14个城市和海南省。目标人群包括艾滋病病毒感染者/艾滋病病人和艾滋病高危人群（男男性接触者、暗娼和注射吸毒者）。云南省昆明市中盖艾滋病项目已于2008年7月正式启动。为了有效鼓励动员和便于疾控、医疗、妇幼保健、社区服务、相关高校、科研机构及社会组织（小组）积极参与2011年云南省昆明市中盖艾滋病项目，结合昆明市实际特制定本项目申请指南。

项目申请机构应具备的条件
政府机构为具有独立法人资格的机构或组织；非政府机构为在民政、工商等有关部门注册、具有独立法人资格的机构或组织，无独立法人资格的机构或组织（包括草根组织）必须依托具有独立法人资格的机构或组织。国际非政府组织不参与项目申请。
项目负责人必须是主持项目工作者，具有1年以上防治艾滋病工作的经验和担任项目负责人的经历，直接负责和实施项目活动。每个项目负责人负责的项目总数不得超过2个。政府部门工作人员不能作为非政府组织或草根组织的项目负责人和主要执行人。
执行机构需按照申请书的计划开展活动，确保项目指标的完成和项目目标的实现。

Project applicants should have the condition
Government agencies with independent legal person status for the institution or organization; non-governmental organizations in civil, industrial and commercial registration and other relevant departments, institutions with independent legal personality or organization, without independent legal status of institutions or organizations (including grassroots organizations) must rely on a independent legal entity institutions or organizations. International non-governmental organizations are not involved in the project application.
Project leader who presided over the project workers must have more than 1 year work experience in the fight against AIDS and the role of person's experience is directly responsible for and implementation of project activities. Each project leader is responsible for the total number of projects not more than 2. Government staff can not serve as non-governmental organizations or grassroots organizations, project leaders and the main executor.
