昆明防艾新目标：五年后新发感染率达1%以下

中新网昆明4月26日电(杨颖融)继2005年和2008年后，昆明市日前启动了第三轮禁毒防艾人民战争(2011-2015年)。将力争在打击和防范毒品违法犯罪、人民群众参与禁毒防艾、重点场所和重点人员管理、艾滋病防控体系建设四个方面取得新突破。
昆明市市长张祖林称，通过前两轮的禁毒防艾人民战争，昆明市禁毒防艾工作取得显著成绩，但形势依然严峻。 未来五年，该市将全面推进“禁种、禁制、禁贩、禁吸“四禁”工作，从根本上遏制毒品的滋生和蔓延；2015年底，全市艾滋病疫情快速上升势头继续得到有效遏制。
待第三轮禁毒防艾人民战争结束时，昆明市所有县级以上医疗卫生机构都将建立起艾滋病筛查实验室或检测点，90%的社区卫生服务中心(站)和乡(镇)卫生院可以开展艾滋病和梅毒快速检测；同时，参加社区药物维持治疗人员保持率达70%以上，艾滋病年新发感染率控制在1%以下。注射吸毒人群有效干预措施覆盖率将超过九成。艾滋病病毒感染产妇分娩婴儿报告艾滋病病毒感染率将控制在5%以内；此外，对符合治疗条件的艾滋病病毒感染者和病人实施抗病毒治疗比例将达90%以上；所有艾滋病致孤儿童和符合条件的生活困难艾滋病病毒感染者和病人分别纳入昆明市孤儿保障制度和最低生活保障范围。
在禁毒领域，该市提出一方面要在破大案，缴毒品，打团伙，摧网络，抓毒枭，追财产方面实现新突破；另一方面，要进一步削弱境外合成毒品生产，巩固全市“零制毒”成果；与此同时，全市吸毒人员戒断巩固率将超过15%；娱乐服务场所从业人员毒品预防知晓率达到98%以上。
据了解，2008年以来，昆明市已破获各类毒品案件6031起，缴获毒品3155千克，收缴毒资6605万元，逮捕毒品犯罪嫌疑人4972名，其中破获千克以上毒品案件491起、万克以上毒品案件41起。共收戒吸毒人员19440名，创建“无毒县”2个、“无毒乡镇工作先进县区”9个，“无毒乡镇”63个，基本实现了三年禁毒人民战争的奋斗目标。(完)
