河北省艾滋病防治网覆盖全省

70个监测哨点每年监测近3万人
燕赵都市网讯（记者刘红）记者从28日召开的防治艾滋病工作委员会全体会议上获悉，目前我省已建起覆盖全省的艾滋病防治网络，70个监测哨点每年监测近3万人，每年接受自愿咨询检测服务的有12万人次。
我省卫生部门的监测显示，截至2010年底，全省累计报告艾滋病病毒感染者和艾滋病病人2645例，其中本省籍1960例，现症病人1136例，死亡645例，报告艾滋病毒感染者和病例数居全国22位。
■疫情波及全省164个县（市、区）
据了解，目前报告艾滋病疫情呈上升趋势，2004年报告180例，之后每年报告病例数增幅在20%以上，2010年报告431例。性传播成为目我省艾滋病疫情的主要传播途径。既往经性传播占52.2%，但2010年报告的所有感染者中性传播占到85%。传播区域扩大，2003年，我省有54个县（市、区）报告艾滋病疫情，现在已波及到164个县（市、区）。
根据我省专题调查和哨点监测数据分析，我省男男性接触者艾滋病病毒感染率由2008年的2.8%上升到现在的3.8%，提示该人群已成为艾滋病疫情传播扩散的重点人群。艾滋病的感染人群包括农民、工人、青年学生、干部职工、教师、医务人员等17类人群。2007年以来，青年学生和干部职员感染数逐年增加，增幅达30%。
■国家级监测哨点每年监测近3万人
为做好艾滋病的防治工作，减少或降低健康人感染艾滋病几率，我省不但成立了省、市、县（市、区）三级政府防艾委员会或领导小组，形成了政府组织领导、部门各负其责、全社会共同参与的艾滋病防治工作机制；还在全省范围内建立了艾滋病防治网络，包括艾滋病防治管理体系、监测体系、实验室检测网络、自愿咨询服务网络和医疗救治服务网络。
目前省、11个设区市和163个县级疾控机构，均建立了独立的性病艾滋病防治科，配备了相应的设备和专职人员，建立国家级监测哨点70个，每年监测近3万人。在疾控机构、采供血机构和医疗机构建立筛查实验室406个，年检测人数近170万人。在疾控机构、妇幼保健机构和综合医院建立自愿咨询检测室425个，每年接受自愿咨询服务的人达12万人。
■高危行为干预队每年开展一轮高危行为干预
河北省还组建184个高危行为干预工作队，在全省实施高危行为干预“三个一活动”，即每年以县为单位开展一次高危人群摸底调查，每月开展一轮高危行为干预，每个娱乐场所至少设立一名同伴教育员。全省172个县（市、区）启动了100%安全套推广使用，被干预人群类别逐步扩大到包括暗娼、性病病人、男男性接触者、吸毒人群、长卡司机等多种人群。干预地域由城市逐步深入到农村，全省每年干预人群230万人次。
此外，河北省已设立了11个艾滋病综合防治示范区，在全省72个县实施了全球基金艾滋病项目，中央转移支付艾滋病项目实现了全覆盖。全省实施抗病毒治疗701人，连续治疗12个月依然存活并坚持治疗的比例达到92%，病人生活生命质量明显改善。
