孙士彬在全省防治艾滋病工作委员会全体会议上强调 建立健全艾滋病联防联控机制

河北新闻网4月28日讯（河北日报记者张淑会）今天，省政府召开全省防治艾滋病工作委员会全体会议，通报我省艾滋病疫情和工作进展情况，听取有关部门艾滋病防治工作情况汇报，安排部署下一步艾滋病防治工作。省防治艾滋病工作委员会主任、副省长孙士彬主持会议并讲话。
孙士彬指出，防治艾滋病是一个重大民生问题，事关经济社会发展大局，是社会管理和做好群众工作的重要组成部分。各有关部门要坚持面向群众、面向农村和经常性宣传教育与重点宣传教育相结合的原则，针对重点人群和重点场所，深入开展宣传教育。要切实加强监测检测网络建设，确保所有县级以上疾控机制、医疗机构和妇幼保健机构具备咨询检测能力。要进一步扩大综合干预覆盖面，对有易感染艾滋病病毒危险行为人群采取综合干预措施，加强对艾滋病病毒感染者和病人的随访与管理。要落实好国家艾滋病免费抗病毒治疗政策，强化定点医院建设，为符合治疗条件的感染者提供及时、规范的免费抗病毒治疗。要加强母婴阻断，结合孕产期保健服务，为孕产妇提供艾滋病病毒、梅毒检查咨询，对感染的孕产妇及其所生婴幼儿免费提供治疗、预防性用药、随访服务等干预措施。
孙士彬强调，各级政府要对辖区艾滋病防治工作负总责，切实加强组织领导，建立健全联防联控机制，制订防治规划，定期开展督导检查，落实目标管理责任制。要不断完善“以政府投入为主、分级负责、多渠道筹资”的经费投入机制，落实艾滋病防治专项经费，逐步加大投入力度。省政府每年将组织一次多部门联合督导检查，推进艾滋病防治工作深入开展。

Hebei News April 28 News (Hebei Daily News ZHANG Shu) today, the provincial government held a provincial AIDS Working Committee plenary session to inform the work of the province and the progress of the AIDS epidemic, AIDS prevention and control departments to listen to reports on arrangements for the next step in AIDS prevention work. Provincial AIDS Working Committee, Vice Governor Sun Shibin presided over the meeting.
Sun Shibin pointed out that AIDS is a major livelihood issue is related to the overall economic and social development, social management and good people is an important part of the work. All departments concerned should insist on facing the people, for the promotion of rural and regular education with the principle of combining public education, focus groups and key areas for in-depth public awareness and education. Necessary to strengthen the surveillance and testing network construction, to ensure that all disease control mechanism above the county level, and maternal and child health institutions with medical counseling and testing capabilities. To further expand the coverage of comprehensive intervention for a vulnerable population of HIV risk behaviors comprehensive intervention to strengthen the HIV infection and the patient follow-up and management. To implement the national AIDS policy of free anti-virus treatment, strengthen the construction of designated hospitals for the treatment of conditions consistent with those infected to provide timely, standardized, free anti-retroviral treatment. To strengthen the PMTCT, combined with maternal health care services provided for pregnant women with HIV, syphilis advice, infected infants born to pregnant women and provide free treatment, preventive medication, follow-up services interventions.
Sun Shibin stressed that governments at all levels of the area overall responsibility for AIDS prevention, strengthen management, establish a sound mechanism for joint prevention and control, development of prevention planning, regularly carry out supervision and inspection, the implementation of target management responsibility system. To continuously improve the "investment-based government, levels of responsibility, multi-channel financing" at the expense of mechanisms for implementation of AIDS prevention and control of special funds, and gradually increase investment. The provincial government will organize a multi-sectoral annual joint supervision and inspection, to promote AIDS prevention work in depth.
