中国呼吁国际社会为抗击艾滋病积极行动加强合作

新华网联合国6月10日电（记者林琼 危玮）出席第６５届联合国大会艾滋病问题高级别会议的中国代表团团长、卫生部副部长尹力９日在会上发言时呼吁国家、组织和个人积极行动起来，加强团结合作，明确防治责任，建立共同防治艾滋病机制。
尹力说，实现《联合国千年宣言》提出的发展目标，遏制并扭转艾滋病疫情的蔓延，是当今世界的一个重要议题。作为一个负责任的发展中大国，中国政府积极履行承诺，“经过几年的努力，中国艾滋病疫情快速上升的势头有所减缓，病死率明显下降，艾滋病病毒感染者和艾滋病病人的生活质量明显改善”。
他说：“面对艾滋病病毒这一人类共同的挑战，发达国家和发展中国家负有共同的责任。发达国家要进一步为发展中国家提供无私的、不附加任何条件的资金技术支持。发展中国家要把控制本国的艾滋病流行放到同经济发展同样重要位置，积极探索符合本国国情的防治模式。”
针对艾滋病日益加重的疾病负担，尹力强调，“企业和有关组织应承担更多的社会责任，应努力动员更多资源投入艾滋病防治领域，促进落实预防、治疗和关爱措施”。他同时呼吁全球跨国药品生产企业通过技术转让、委托生产、减少垄断利润等方式，大幅度降低治疗药品、检测设备和试剂的价格，推动治疗服务的普遍可及。
尹力表示，中国政府将一如既往，在艾滋病防治工作中进一步强化政府领导、部门配合、全社会参与的工作机制，加大各项措施的落实力度，努力消除社会歧视，同时进一步加强与国际社会的交流与合作，共同应对新的挑战。
当天上午，尹力还参加了由联合国艾滋病规划署主办的“游戏规则改变者——为预防进行治疗”的部长级圆桌会议并发言。尹力在会上呼吁发展中国家从战略高度出发，积极探索在艾滋病防治方面开展南南合作的模式，他同时还敦促有关国家履行发展援助承诺，为发展中国家的艾滋病防治提供资金和技术支持。
联合国大会艾滋病问题高级别会议８日至１０日在联合国纽约总部召开，包括３０多位国家元首和政府首脑等在内的各国政府官员以及民间组织和艾滋病毒感染者的代表与会，审议全球抗击艾滋病的进度，并对未来５年的应对工作作出规划。预计会议将通过一份对未来５年全球抗艾工作具有指导性的宣言。
