2011年5月30日至31日，“中国北部地区安全流动与艾滋病预防项目”终期总结会议在黑龙江省黑河市召开。国家人口计生委国际合作司副司长汝小美主持并致辞，流动人口服务管理司副司长闫宏、中国人口与发展研究中心副主任刘鸿雁出席，联合国开发计划署民主治理与艾滋病防治处项目经理姜晓朋，联合国艾滋病规划署驻华代表处高级顾问艾薇博士、商务部中国国际经济技术交流中心主任助理王静、黑龙江省人口计生委副主任杨柳松、黑河市副市长李洪祥出席了大会并分别致辞，国际机构代表、相关政府部门领导及项目工作者共50余人参加了会议。
“中国北部地区安全流动与艾滋病预防项目”是国家人口计生委、联合国开发计划署和商务部中国国际经济技术交流中心联合实施的艾滋病预防项目，旨在有效降低我国北部跨边境地区区域内人口，特别是流动人口感染艾滋病的风险，促进人口安全流动。项目通过综合协调，高层倡导，广泛宣传，深入调研，发展同伴教育，促进安全套使用，提供咨询服务等综合措施，有效应对艾滋病。中国人口与发展研究中心作为国家人口计生委委托的项目实施机构和项目办公室，全面参与项目的各项活动，并提供国家层面的专家技术支持与指导。
汝小美副司长在致辞中指出，经过两个周期的实践，项目探索出了在艾滋病低流行地区跨边境流动和相关人群的干预策略，且已经取得了显著成果，防治艾滋病的支持性环境得到了全面的强化，形成了运作有力的多部门合作机制；艾滋病预防的核心指标得到较大程度提升；项目地区公众对艾滋病的偏见和歧视有所纠正；针对流动人口的生殖健康服务的可及性及可获得性得到改善。开创县级人员参加正规国际会议的先河，体现了能力的提高。包括本项目在内的艾滋病预防与生殖健康服务相结合的国际合作项目已经超出了疾病预防控制的范畴，体现了对统筹解决人口问题战略的贯彻，体现了对公共服务的积极拓展。
国际机构代表也对项目做出了较高评价。流动人口服务管理司副司长闫宏主持了项目成果发布，中国人口与发展研究中心副主任刘鸿雁就跨边境地区人口流动与艾滋病预防模式进行了主题发言。人发中心研究员、黑龙江黑河市爱辉区、吉林延吉、内蒙二连浩特和新疆霍尔果斯四个项目点及爱辉区2名同伴教育者在会上做了主题发言和经验介绍。最后，国家人口计生委国际合作司副司长汝小美对会议进行总结点评。本次会议由中国人口与发展研究中心主办、黑龙江省黑河市政府和爱辉区政府协办。

"China's northern regions safe migration and HIV prevention project" is the National Population and Family Planning Commission, UNDP and the Ministry of Commerce of China International Economic and Technical Exchange Centre of the implementation of HIV prevention programs designed to reduce cross-border areas of the northern region's population, especially the floating population risk of HIV infection, and promote safe migration of population. Project through the integrated and coordinated, high-level advocacy, publicity, in-depth research, development of peer education, promoting condom use, providing consulting services and other comprehensive measures to effectively respond to AIDS. Population and Development Research Center of China National Population and Family Planning Commission as a project commissioned by the project implementing agencies and offices, to participate fully in the activities of the project and to provide national-level expert technical support and guidance.
Ru Xiaomei, Deputy Director in his speech that after two cycles of practice, project explored a low prevalence area of HIV and related cross-border flow of population intervention strategies, and has made remarkable achievements, supportive environment for AIDS been fully enhanced, the formation of a strong multi-sectoral cooperation mechanism operation; AIDS prevention have a greater degree of core indicators improve; the project area of public prejudice and discrimination against AIDS has been corrected; for the mobile population and reproductive health services can be and the availability of improved. County staff to create a precedent for participation in the formal international conferences, reflecting the ability.
