益仁平中心招聘启事提出,鼓励女性、残障人、乙肝病原携带者等四类人群应聘
本报讯 (记者魏铭言)昨天,公益反歧视组织北京益仁平中心招聘法律助理、项目协调人等全职工作人员,其在招聘启事中特别提出:鼓励女性、残障人、艾滋病病毒感染者、乙肝病原携带者应聘。
北京益仁平中心是一家非营利性的公益机构,2006年注册至今,致力于开展乙肝、艾滋病、身体残疾等多领域的反歧视维权诉讼,并为弱势人群提供法律援助。益仁平在北京、郑州、深圳、南京都有项目实施,“中国乙肝隐私侵权第一案”、“中国相貌歧视第一案”、“中国艾滋就业歧视第一案”、“残疾人诉深圳地铁户籍歧视案”等多起维权诉讼案,就是益仁平的反歧视成果。
益仁平还发布中国首部《公民健康状况与就业权年度报告》、《外企乙肝歧视调查报告》、《精神病收治制度法律分析报告》等,并在多个省市举办了反歧视法律培训。
此次招聘,就是招募上述四城市的法律助理(秘书)、助理项目统筹和项目协调人。招聘书称,四个职位按照工作城市不同、工作职责不同,薪酬在2000元—4200元不等,承诺薪酬中已包含各种津贴和补助,但社保和医疗保险另加。
北京益仁平中心负责人陆军说,招聘女性、残疾人、艾滋感染者和乙肝病原携带者,对益仁平中心来说,已不是第一次。由于中心的反歧视行动准则,最近两年,一直在招聘中明确鼓励弱势人群加入,希望以此提升他们的信心,同时对社会环境也是一个呼吁。
陆军介绍,目前,中心的全职工作人员有22人,其中女性超过一半;去年和今年各有一位身体残障人士入职,但他们在反歧视领域积累了一段工作经验后,又选择考博或考公务员,“这种状况,也是我们非常愿意看到的”。
由于在员工应聘交流和入职体检中,不会涉及艾滋病毒感染或乙肝病原携带这些隐私问题,因此,陆军说,他和其他同事,都不知道中心内目前是否有艾滋感染者。“我们想告诉大家的是,如果你是一位已暴露身份的艾滋感染者,欢迎加入;同样,如果你在工作中因意外暴露感染者身份,一切和以前不会有任何不同”。

新京报:对招募艾滋病感染者、乙肝病原携带者的举动,中心里的健康员工,对此是否会有不满?
陆军:完全不会,因为实际工作中,我们频繁接触的,就是这样一些人群。我们在招聘每位员工时,都会问到他(她)对接触(艾滋病)感染者等人群会不会有心理障碍或歧视,如果有,我们是不会聘用的。反歧视工作最重要的一点,就是要价值观非常一致的人,才能在一起工作。
新京报:残疾人、艾滋感染者或乙肝病原携带者也许随时需要治疗,中心工作是否会受到影响?
陆军:目前还没面临实际工作因特殊员工身体原因,而被延误的情况。我想这也说明,绝大多数艾滋感染者和乙肝病原携带者只要留意身体保护,他们的健康状况和工作能力,与正常人无异。此外,对于身体残障的员工,我们会有一些工作分配和工作时间上的照顾,但薪酬不会有差别。
新京报:鼓励加盟的四类人中,将女性排在首位,女性是受就业歧视最严重的人群吗?
陆军:的确是这样,我们现在注意到一个问题,女性在就业中受到的歧视非常普遍和严重,但与残疾人、艾滋感染者这些特殊人群不同,女性往往选择忍气吞声。迄今为止,我们还没看到一位女性举起法律的武器,维护自己的公平就业权。女性的反歧视工作,也是益仁平中心今后想重点关注的。
