2011年7月20日，科技部重大专项办公室许倞主任、金奕名副主任会见了来访的国际知名艾滋病防治专家何大一博士一行。何大一博士是艾滋病“鸡尾酒疗法”的发明人，现任美国纽约洛克菲勒大学艾伦·戴蒙德艾滋病研究中心主任、教授，美国科学院院士，中国工程院外籍院士。
许倞主任简要介绍了国家科技重大专项，尤其是“艾滋病和病毒性肝炎等重大传染病防治专项”的组织实施情况，他指出艾滋病防治问题是中国的问题，也是全人类的问题，我们在这方面有很好的合作基础。何大一先生回顾了近10年来他与国内科研机构开展合作的经历，这些合作都取得了积极的成效，例如在母婴阻断防治艾滋病方面，已将感染率由35%降低至0.6%。他着重介绍了目前正在领衔开展的单克隆抗体治疗艾滋病的工作进展，该药物已完成I期临床试验，正在积极寻求在国内开展IIb临床试验的合作，希望得到有关方面的支持。
会谈中，双方就如何加强艾滋病基础研究和临床治疗研究，在重大专项组织实施中开展更加广泛深入的学术性交流，营造信息共享、思想碰撞的学术氛围等问题充分交换了意见。特别是就建立中美两国政府共同支持的艾滋病研究合作、开展信息和技术交流、加强人员互访的议题达成了共识，并表示将在下一步工作中着力推动。双方一致认为，我国在艾滋病防治领域已有良好的工作基础、形成了一支创新人才团队，在传染病防治重大专项实施中应坚定信心、迎难而上，确立雄心勃勃的目标，搭建更加开放的平台，加强交流与合作，力争取得重大突破。
